Africare is collaborating with RAS Tabora and RAS Katavi to implement a 5 years project called "Main streaming Sustainable Forest Management in the Miombo Woodlands of Western Tanzania" funded byGEF/ UNDP/Government of Tanzania. The goal of the project is to secure ecosystems and biodiversity values while providing a buffer to the Congolian Rain Forests, ensuring food security and sustainable livelihoods. The objective of the project is "To enable miombo dependent communities to adopt productive practices that are sustainable and favorable to biodiversity conservation reduce carbon emissions from land use change and improve livelihoods". The project's immediate focus is an area of 133,400 hectares covering 4 wards: Usinge, Imalamakoye, Mbola and Inyonga in Kaliua, Urambo, Uyuiand Miele Districts respectively.
National Project Coordinator
Africare is seeking to recruit a self-motivated and qualified candidate to fill the position of a National Project Coordinator.
Scope of work
Under the direct supervision of Africare Tanzania Deputy Country Director - Operations, the National Project Coordinator (NPC) will perform the following functions:
Provide overall leadership and coordination of all project activities and guide a multi-disciplinary team to ensure that the proj ct achieves results, objective and project goal specified in the project document.
Provide technical feedback to the Project Steering Committee and the Project Board.
Coordinate project implementation with stakeholders and sub grantees.
Ensure that the project delivers the results specified in the project document, to the required standard of quality and quantity within the specified constraints of time and cost.
Liaise with all implementing partners and prepare information required for presentation to Project Technical Committee, the donor and the Project Board.
Mobilize goods and services to initiate activities, including drafting TORs and work specifications. Monitor events as determined in the Monitoring & Communication Plan and update the plan as required.
Manage requests for the provision of financial resources by UNDP, using advance of funds, direct payments, or reimbursement using the FACE (Fund Authorization and Certificate of Expenditures).
Monitor financial resources and accounting to ensure accuracy and reliability of financial reports.
Manage and monitor the project risks as initially identified in the Project Brief appraised by the Local Project Appraisal Committee (LPAC).
Submit new risks to the Project Board for consideration and decision on possible actions if required; and, update the status of these risks by maintaining the Project Risks Log.
Prepare Quarterly/ Midterm Progress Reports (progress against planned activities, update on Risks and Issues, expenditures) and submit the report to the Project Technical Committee, Project Board andUNDP. . .
Prepare Annual Review Report, and submit the report to the Project Technical Committee and Project Board.
Prepare AWPs and budgets as well as Quarterly Plans as required and organize project review meetings.
Organize and facilitate stakeholder workshops as planned in the work plan.
Organize Project Steering Committee meetings and act as Secretary to the meetings as required. Guide the Project's M&E procedure and make recommendations to national authorities and donors. Build Capacity of local CSOs/NGOs partners to enable them implement project activities. Represent the Project in meetings and conferences to which the Project is invited
Competencies
The position requires: Good Leadership and Management/Coordination Skills and extensive background knowledge in natural resources management, ecosystem planning and sustainable Forest Management and Land-use planning. The post will also require significant experience in working with governments (both central and LGAs), NGOs and the private sector; and working with sub grantees/ CSOs .

Qualifications Education

Field Program Manager
Scope of work
The Field Program Manager will work under the direct supervision of the National Project Coordinator (NPC), and will be required to execute the following duties:
Assist NPC during the implementation of SFM project.
Prepare Project Performance Implementation and Monitoring Plans based on approved A WPs and Project Document. . Work closely with NPC during the development of Annual work plans and budgets.
Carry out monitoring and evaluation of 'project activities.
Support NPC during the preparation of progress reports stipulated in the project document.
Develop project database and control; maintain the quality and quantity of data captured in the data systems. Develop data collection tools and train field staff on use of the tools.
Liaise with CSOs and Institutions implementing different components of SFM to capture progress, identify solutions to implementation challenges and prepare good success stories to be included in the progress reports.
Work with CSOs and Government Institutions and Communities to review PFM, JFM, NRM and PESpolicies to mainstream SFM principles.
Build capacity of CSOs to enable them to prepare and implement good work plans and budgets and to enable them to monitor progress of planned activities.
Prepare information on lessons learned and best practices that promote sustainable Forest Management for adaptive project management and for scaling up the program.
Coordinate project implementation meetings at field level with partners and stakeholders and document proceedings for these meetings.
Carry out other duties as guided by the NPC.
