Training Officer , Somalia

The NGO Safety Program (NSP) for Somalia is recruiting:

Position: Training Officer

Location: Kenya (Nairobi) with regular travel to Somalia

Starting Date:October 2012

Duration of the Contract: 1 year renewable

1. NSP Background

The NGO Safety Program (NSP) for Somalia / Somaliland is a program created by NGOs, which aims at
supporting International and National NGOs to operate safely and securely ¡n Somalia / Somaliland.
NSP, initially called the NGO Security Preparedness and Support (NGO SPAS), was established in 2004 by NGOs operating in Somalia / Somaliland.

NSP is administratively and legally hosted by the Danish Refugee Council (DRC) to provide it with a legal and administrative framework, through which to fulfill its functions more efficiently, effectively and accountably.

NSP provides support to NGOs through 4 types of activities: Information and Analysis (Reports, briefs...),
Training (Personal security, capacity building of NGOs), Response (incident management support...), SPU
request facilitation for Puntland and Somaliland.

NSP is currently funded by ECHO, DEID, SIDA, CHF, and SDC. All NSP services are free of charge for NGOs.

2. Purpose of position

The purpose of this position is to conduct, facilitate and deliver high quality training and to support the
Training Manager in the evolution of current courses and the development of future training provision.

Specifically the Training Officer will:
  • Organise NSP training courses in line with the NSP strategic plan.
  • Co-facilitate training courses and deliver classroom inputs and manage live practical scenarios.
  • Support the Training Manager in course design and development.
  • Support the Training Manager in monitoring & evaluation of training delivery and impact
The Training Officer will also provide support in the preparation of administration, course reports, financial
management and statistical reports for the NSP Program Manager for the benefit of DRC, NSP Donors and
NGO beneficiaries

3. Hierarchy

Reports to the NSP Training Manager.

Will coordinate with the Training Assistant.

4. Key responsibilities:

Training Facilitation

Personally deliver classroom inputs and facilitate dynamic and interesting training courses as directed by NSP Training Manager, to include:
  • Hostile Environment Individual Safety Training (HEIST)
  • Country Director/Security Focal Point Training
  • Emergency Medical Training packages
  • Other relevant training as directed.
Organise training logistics, prepare training schedules, be responsible for advertising and advance
planning & preparation for courses in conjunction with the Training Assistant

Promote the development of new training courses with the Training Manager in line with adult
learning methodologies.

It is expected that the Training Officer will be able to take full charge of the organisation and facilitation of
some of the training planning and delivery when requested by the Training Manager.

Monitor course feedback systems
  • In conjunction with the Training Manager further develop course appraisal and feedback systems.
Provide logistic support
  • Responsible for the production of training presentations, course programmes, facilitator notes, lesson plans and aids as directed by the Training Manager.
Elaborate and guide the strategy
  • Participate proactively to the development and delivery of NSP strategy.
  • Responsible for the capitalisation of training notes and materials and the development of the NSP institutional memory.
Other responsibilities
  • Any other reasonable duty as requested by line management.
  • Work closely with NSP colleagues in the administration of procurement issues, finance and budget control, travel and accommodation booking for missions to the field.
5. General

Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability commitments. All staff are required to contribute to the achievement of this framework

6. Posting details:

This position is Nairobi-based with travel (60 %) to Somalia. Somalia is a hostile environment and the selected candidate must adhere to all security precautions and contribute to the security of the team.

S/he must be able to exercise a large degree of common sense and personal discipline.

The position requires the holder to be able to undertake tasking at short notice with due regard to the security environment.

The position requires the holder to be able to work effectively and efficiently unsupervised. The selected candidate must be able to plan and manage their own time effectively which requires a high degree of flexibility with respect to working hours

The holder must exercise a strong work ethic and take responsibility for his/her own actions.

7. Qualifications and experience.
Qualification:
  • Degree in Education or Post Graduate Diploma in Education.
  • Security/safety training course attendance.
  • Evidence of knowledge and skills based training delivery to junior staff and senior management.
  • First Aid qualification — Advanced First Responder trainer highly desirable.
Experience:
  • 4 years experience in a Security/Safety training environment.
  • 2 years experience with an NGO in a position dealing with safety/security responsibilities. (Security Focal Point experience is a strong advantage.)
  • Somalia experience is a strong advantage
8. Skills and competences:
Skills required:
  • Thorough understanding of the contextual security environment for Somalia (and Kenya)
  • Proven presentation/facilitator skills using adult learning methodologies
Languages:
  • English (working language): fluent with excellent writing capacities.
  • Kiswahili : fluent
  • Somali (fluent) is a very strong advantage
Computer and IT skills:
  • Excellent knowledge of Word, Excel, PowerPoint, Internet.
Additional
  • User knowledge of GPS, Thuraya satellite phone and VHF communications.
  • Valid passport
  • Valid driving licence
