Tetra Tech ARD has an immediate opening for a Vulnerability Assessment Specialist at our Arlington, Virginia office. This individual will support the implementation of the Washington D.C.-based PLACE IQC Task Order, and further - the African and Latin American Resilience to Climate Change (ARCC) Program. The ARCC Program supports the Economic Growth objective within the USAID Foreign Assistance Framework by promoting adaptation to climate change, and integration of adaptation into other economic investments, in order to safeguard and motivate sustainable, climate-resilient growth. More specifically, ARCC is a three-year program designed to provide technical, analytical, and project assistance, as well as capacity building, to promote adaptation to climate change to improve the ability of vulnerable populations to respond to climate challenges and safeguard economic growth in Africa and Latin America/Caribbean. The Vulnerability Assessment Specialist will be a member of the ARCC team and work under the general supervision of the Chief of Party.
Responsibilities *The Vulnerability Assessment Specialist will be an integral part of, and provide technical leadership to, the ARCC team on matters related to climate change vulnerability assessments: *Lead the development of ARCC’s climate change vulnerability assessment framework and overall process, including field testing of diverse methods and tools. *Lead the development and testing of tools to conduct cross-sectoral analysis of diverse research outputs/data, i.e. support the synthesis of research findings for climate projections, crop modeling, crop suitability mapping, value chain analysis and other sectoral analyses.
*Work closely with ARCC project staff and USAID to standardize vulnerability assessment methodologies and tools, and ensure learning and quality control across different vulnerability assessments conducted in the field. *Contribute to the design, development and field testing of ‘options analysis’ tools and methods. *Lead identification of best practices and collation and synthesis of lessons learned in vulnerability assessment design and implementation. *Lead development of a compendium of vulnerability assessment approaches, methods and tools and collaborate with ARCC’s Knowledge Manager to produce soft- and hard-copy versions, as well as related training materials. *Produce technical papers and policy briefs on vulnerability assessment methods/tools, as well as field experiences. *Represent ARCC at professional conferences, share learning and identify new techniques and potential partners as appropriate. *Organize and lead ‘experts meeting’ on vulnerability assessments to facilitate development of a shared vision, as well as foster cooperation and learning across multiple levels of government, research centers, civil society and donors. *Lead or contribute to additional long- and short-term ARCC technical activities according to USAID requests. *Other duties as assigned by the COP.
Qualifications *Ph.D. in a relevant field, with a specialization in development of approaches/methodologies relevant to the design and implementation of vulnerability assessments; *Demonstrated competency using relevant analytical tools, e.g. climate/crop modeling, remote sensing, GIS, etc. *Demonstrated experience with options analysis and scenario planning is desired. *Six or more years of progressively responsible work experience in managing and implementing climate change adaptation programs or programs in agriculture and natural resource management. *Ten years of substantial managerial and technical experience, with demonstrated background in sub-Saharan Africa and/or Latin America and Caribbean. *Demonstrated knowledge of the latest developments in advancing best practices in climate change adaptation and evidence-based decision making. *Speaking and reading proficiency in French, Spanish and/or Portuguese preferred. *Previous experience working with USAID required. *Experience in training and public communication is also desired. *Willingness to travel internationally for work. *U.S. citizenship or a valid U.S. work permit is mandatory.
