Background:
The COMESA-EAC-SADC Tripartite (Tripartite) has established a Project Preparation and Implementation Unit (PPIU), hosted at the COMESA Secretariat in Lusaka, Zambia. The PPIU coordinates, manages and monitors Tripartite infrastructure projects. Positions are contracted by COMESA on behalf of the Tripartite, and funded by TradeMark Southern Africa.
The Tripartite wishes to recruit an experienced engineer with wide range of regional infrastructure project implementation experience to fill the post of Project Manager (Contracts and Design) at the PPIU.
The Project Manager (Contracts and Design) will report to the PPIU Director on a day-to-day basis. The Project Manager (Contracts and Design) will have led contracting and project design teams for large infrastructural projects as well as having experience in project preparation and packaging for large infrastructural projects as well as the management of contractors. He/she will be familiar and experienced in various international procurement procedures such as the EDF and FIDIC Procurement Procedures.
Responsibilities of the Project Manager (Contracts and Detailed Design) will include:
- Carrying out studies to look at strategic options;
- Carry out visual condition survey and inspection of regional infrastructure
- Preparing scope of services/works for infrastructure projects
- Assisting in the detailed design or review of the detailed designs carried out by design consultants;
- Packaging of projects including research and advice on policy options in terms of private sector participation in the development of infrastructure;
- Assisting with the preparation of the PPIU annual work programme and budget as part of the TMSA and Tripartite work programme and budget;
- Procurement and contract negotiation
- Issuing Request for Expressions of Interest
- Bidder pre-screening
- Issuing Request for Proposals
- Evaluating proposals
- Negotiations with preferred bidder
- Final contract award
- Managing short-term contracts; and
- Managing implementation of small projects.
- Working with TMSA and other PPIU staff and short-term experts in preparation of Project Implementation Memoranda; and
- Assisting with:
- Procurement and contract negotiation
- Issuing Request for Expressions of Interest
- Bidder pre-screening
- Issuing Request for Proposals
- Evaluating proposals
- Negotiations with preferred bidder
- Final contract award
- Managing short-term contracts; and

Qualifications and Experience Requirements for the Project Manager (Contracts Supervision) are:
- a degree in Civil Engineering or related Engineering discipline;
- at least 10 years’ experience in project implementation supervision and contract management in the transport, energy or ITC sectors;
- experience in managing large infrastructure projects in countries in Eastern and Southern Africa;
- excellent communication, writing and analytical skills including high proficiency in office software packages;
- the ability to work as one of a team of professional staff from different nationalities and backgrounds; and
- willing to be based in Lusaka, Zambia but be able to travel through the Tripartite region.
