OBJECTIVES OF THE PROGRAMME : The Division of Information, Evidence, Research & Innovation (DIR) manages information and intelligence generated by the WHO Regional Office for Europe (WHO/EURO). Its main task is to provide Member States and WHO with reliable health intelligence derived from health information, knowledge and evidence on topics that are of interest to both. It coordinates the management of information on health and health systems within WHO/EURO (with all relevant units and country offices) and collaborates closely with national and international partners. DIR facilitates this function through databases, publications, professional networks, research and evidence services and knowledge and evidence platforms. This includes the production, translation and dissemination of information by various means. Within DIR, the main tasks of the Library, Languages and Publications team (LLP) are to provide services to the Regional Office in the fields of translation, publication and library services. Purpose of the post Under the authority of the Director, DIR, and by delegation of authority from him/her as the case may be, the incumbent bears responsibility for the production of documentation for the Organization's regional governing bodies and for supervising and coordinating all the operations of the Languages (LNG) section. He or she also edits English original material for sessions of those governing bodies and major conferences, and translates a wide variety of texts from French, German and Russian into English. | |
Description of duties: - Advises Executive Management and technical units on language issues and discusses with them for documentation planning and management purposes, arbitrating between competing demands whenever required. - Plans and oversees the production of documentation for the Organization's regional governing bodies. Briefs and acts as first point of contact with the reports team at the Regional Committee, and compiles and edits its report. Acts as rapporteur to the Standing Committee of the Regional Committee. - Ensures the smooth running of the Languages (LNG) section. Acts as first-level supervisor of all staff in the English group and of the leaders of other language groups. Submits recommendations to the Director, DIR on appointments, salary increments, changes of contractual status and other personnel matters. Plans staff training. On the basis of workload projections, estimates the section's temporary assistance and outside translation requirements. Signs contracts for temporary assistance and outside translation/revision on behalf of the Organization. Monitors progress of work. Reviews and, if necessary, revises texts produced by temporary or freelance translators and editors. - Edits all English original material prepared in connection with sessions of the Organization's regional governing bodies and major conferences. - Translates into English from French, German and Russian a wide variety of texts dealing with health and related subjects, as well as administrative, financial and legal matters. As a self-revising translator, the incumbent must produce elegant, concise and accurate translations which will not be subject to further review. - Ensures greater efficiency and cost-effectiveness of the section's operations by contributing to the introduction and development of innovative procedures and computerized systems in the following fields: aids to translation, terminological and reference data, document planning and monitoring. - Performs other related tasks as required. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: Advanced university degree in translation or languages. Desirable: Postgraduate diploma in translation studies. Training in terminology management. | |
Skills: Functional Skills and Knowledge: The Head of Languages should have:

Experience: Essential: 10 years of experience in the field of translation, revision and editing at national level and 5 years' experience in the same fields at international level. Desirable: Translation experience in the health field. | |
Languages: Essential: English mother tongue and excellent knowledge of French, German and Russian. Desirable: Knowledge of other European languages an asset. | |
