GOAL have responded to numerous emergencies in over 50 countries spending in excess of half a billion euro over the past three decades on humanitarian Assistance. During this time, the agency has developed significant experience in responding to some of the world’s largest humanitarian disasters and protracted crises.
This role will form part of the GOAL’s Emergency Department which has four main objectives: 1.to respond efficiently and effectively to sudden on-set disasters or protracted crises; 2.to provide technical support to GOAL’s on-going emergency programmes; 3.to ensure that the agency can adequately respond to emergencies by having the appropriate preparedness strategies in place; 4.to mitigate against the impact of disasters by focusing on DRR across all our programmes.
This is a senior management role and the candidate will take responsibility for the strategy, policy development and advocacy of GOAL’s humanitarian programmes. The functions of the emergency coordinator also include the preparation, implementation, technical support and capacity of GOAL’s humanitarian operations worldwide. The role, in conjunction with other members of GOAL’s emergency department and technical team, also encompasses a disaster mitigation function and streamlining of DRR objectives throughout GOAL’s operations worldwide.
General Description of the Role
The primary function of this role is to take overall responsibility for GOAL’s Emergency Department, further developing its humanitarian strategy and policy papers plus keeping all relevant personnel abreast of advocacy and humanitarian issues affecting existing and potential new programmes. In conjunction with other members of the Emergency Department and Technical Team, the Emergency Coordinator will develop a strategy for response to any new sudden onset disaster plus oversee its implementation during the initial stages of the programme design and setup. The Emergency Coordinator will advise Senior Management on the preparedness strategies that are necessary to ensure GOAL is adequately prepared to respond to a sudden onset disaster. This role also requires the candidate to maintain and develop GOAL’s humanitarian donor liaisons with the agencies key funding partners
In addition to the above, the role may include providing: front line emergency support; cover in the absence of senior level expatriate management staff; providing technical support to fields; and carrying out evaluations and assessments. The role will be predominantly head office based however periods of extended travel will be required to comprehensively fulfil these duties.
The candidate will be expected to familiarise themselves with GOAL’s operational procedures and policies, including security, and follow these at all times.
Main Objectives of the Position:
1.Overall responsibility for the development of all humanitarian strategy documents for GOAL. This will include writing annual humanitarian strategies and reviewing and maintaining standard operating procedures and policy papers. 2.The Emergency Coordinator will be responsible for keeping GOAL’s Senior Management Team and relevant field personnel aware of issues affecting all humanitarian programmes and monitoring trends so the agency is prepared to respond rapidly to a sudden onset disaster. Decide, in conjunction with the CEO and other senior managers, on GOAL’s emergency interventions 3.Overall responsibility for the management, technical support and advice on the planning, implementation, monitoring and evaluation of GOAL’s emergency operations (both sudden onset disasters in new operational areas and protracted crises in countries where GOAL already have a presence). This may include conducting rapid and subsequent needs assessments, developing an appropriate emergency response strategy, leading a team in the response and taking overall responsibility for the operation on the ground. The candidate will ideally need experience in both emergency programmes (health; livelihoods; nutrition; WASH; shelter; food security; and emergency distributions) and support functions (security; finance; logistics; HR; and administration). In addition to having excellent communication skills between the field and head office, the individual will also be required to represent the agency on international media outlets. 4.To work with other members of the technical team and head office personnel to contribute towards standardised planning processes and policies which will promote an integrated programme approach and improve the quality, efficiency and impact of GOAL’s emergency operations and country programmes. 5.Provision of support to GOAL’s staff on training and development, in order to improve technical capacity across programmes and within the organisation with specific emphasis on national staff members. To identify and support potential partners with whom GOAL can collaborate with in response to a disaster. 6.Overall responsibility for the maintenance and development of GOAL’s emergency preparedness capacities and strategies. 7.Further develop and maintain GOAL’s global partnerships with key UN bodies. 8.Responsibility for GOAL’s donor liaison with key humanitarian assistance agencies including ECHO, DfID, OFDA, Irish Aid and UN bodies. Attend donor meetings as necessary. 9.The Emergency Coordinator must develop a comprehensive understanding of the various department functions within GOAL and maintain these synergies. 10.Be fully up to speed with all relevant donor guidelines and compliance issues. Oversee emergency proposal writing and reporting as required. 11.Overseas travel as directed by the CEO and line manager in response to start-up emergency operation’s assessments and general monitoring and evaluation of emergency operations. 12.Undertake from time to time certain other tasks relating to GOAL activities as requested. Attend courses and other seminars where appropriate. 13.Any other requirements which GOAL deem to be appropriate for this role.
Personal specifications: •At least five years overseas experience in humanitarian assistance, preferably at a senior management level; •Experience in establishing and managing large scale emergencies and operating in hostile or insecure environments; •Experience in programme design (including needs assessments), monitoring and evaluation; •Experience in managing media relations and being able to demonstrate that you can represent GOAL’s emergency operations positively; •Knowledge of the principles and practices of humanitarian assistance; •Experience in liaising with government officials, donors, UN and NGOs; •Proven ability to secure donor funding; •Proven ability to lead a large and multi-cultural team; •Proven ability to work under pressure (interpersonal skill are essential); •Experience in proposal and report writing; •Budgetary and financial management skills; •Masters qualification or equivalent in an emergency-related field (e.g. Master’s in Public Health; Masters in Humanitarian Assistance); •Willingness and ability to travel regularly, often to insecure environments and at short notice (within 24 hours); •Experience of implementing various emergency interventions; •Experience of negotiation and working with local partners; •Provide out-of-hours support when required; •Additional languages are preferable; •Undertake from time to time certain other tasks relating to GOAL activities as requested by your line manager.
