Individual Consultancy Services: Environmental And Social Safeguard Management

Zanzibar Urban Services Project

1. The Government of the United Republic of Tanzania has received a credit from the World Bank towards the cost of the Zanzibar Urban Services Project (ZUSP) and intends to apply part of the proceeds of this credit to payments under the contract for the Consultancy services for Environmental and Social Safeguard Management.

2. The services include assisting Project Management Team and Project Implementing Agencies in the implementation and monitoring of Environmental and Social Management Plans (ESMPs) and Abbreviated Resettlement Action Plan (ARAP) during project implementation in Unguja and Pemba. The duration of this consultancy is 18 months over five (5) years. In the first year the consultant will provide an input of six consecutive months from the date of signing contract. In the remaining 4 years the consultant will provide 3 months input each year.

3. President's Office Finance, Economy and Development Planning Zanzibar, now invites eligible Individual Consultants (IC) to express their interest in providing the service. The Consultant for conducting the assignment should have the following qualifications:

-At least MSc in Environmental Management, Environmental Planning or related field.
-Sound knowledge of social aspects and community development.
-A proven ability for implementation, monitoring and supervision of ESMP and ARAP.
-Proven skills for communication and working with community.
-At least 5 years experience of conduct similar assignments.
-Familiar with the Municipalities in Sub Saharan Countries.

4. Interested Individual Consultants must provide information indicating that they qualified to perform the services by submitting latest CVs with description of similar assignments.

5. The Consultant will be selected in accordance with the Procedures as set out in the World Bank's Guidelines – Selections and Employment of Consultants by the World Bank Borrowers, May 2004, revised October 1, 2006 and May 2010.

6. Interested consultants may obtain further information on the assignment at the address below from 08:00 to 15:00 hours local time, from Monday to Friday inclusive, except on public holidays.

7. The deadline for submission of Expressions of Interest will be on Tuesday, 4th September, 2012 at 14.00 hours local time. Expressions of Interests should be clearly addressed to the President's Office Finance, Economy and Development Planning, P.O. Box 874, Zanzibar and marked "EXPRESSION OF INTEREST FOR INDIVIDUAL CONSULTANCY SERVICES FOR ENVIRONMENTAL AND SOCIAL SAFEGUARD MANAGEMENT"

8. The Expressions of Interest will be opened in public and in the presence of consultants' representatives who choose to attend at Conference Room, President's Office Finance, Economy and Development Planning (PO-FEDP), Vuga Street, Zanzibar, immediately thereafter the submission deadline.
