Organ:
The General Secretariat directs all the administrative and financial aspects of the Union's activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union's activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums.
Organization Unit:
Within the General Secretariat, the Information Services Department (IS) is the focal point for the ITU information technology infrastructure which includes standards, user support and training, communication services (postal mail, voice, image, video, data), network services (file, print and computing), information exchange services (messaging, database, document base), desktop services (office productivity tools), administrative applications and software development environments. The Information Services Department manages the physical, human and organizational resources needed to design, deploy, operate, maintain and support the ITU information infrastructure. It also represents ITU in inter-organization meetings and committees related to information technology management.
 Duties / Responsibilities
The incumbent assists the Head of the Conference Technology Support Division in order to ensure the continuity and quality of the service. More specifically, the incumbent:
  • Promotes and coordinates conference technology services and provides advice to internal and external stakeholders. 
  • Liaises with all the concerned sections, teams and divisions and negotiates with local contractors and service providers for specific conference or events meetings. 
  • Ensures the implementation of interactive remote participation for conferences and events, with support for ITU working languages, extends the service to all stakeholders and migrates it into full production. 
  • Translates business requirements into technical requirements, providing solutions and support in collaboration with other departments, host country teams and contractors. 
  • Negotiates matters related to ICT and audiovisual with host countries, exercises proper diplomacy to obtain the best conditions for events while keeping in mind the interests of both the host country and ITU. 
  • Defines and reviews, in collaboration with the project sponsor, the ICT budget, identifying where cost savings can be made without sacrificing functionality and service ability; makes recommendations to the Head of the Division; and monitors the ICT budget of the project and other resources. 
  • Assists the Head of Division in the management of the teams of the Division to ensure deadlines are met and continuity of services is maintained. 
  • Manages local teams of IT, audiovisual staff and contractors' staff and activities in collaboration with departments responsible for a specific conference or events meeting. 
  • Keeps abreast of the latest technologies and provides continuous improvements on infrastructure and support mechanisms in collaboration with other Divisions in the IS Department and in consultation with other business units. 
  • Assists the Head of Division to ensure Business Continuity and Disaster Recovery of the provided solutions for which high availability is critical.
  • Represents the ITU in the area of conference technology support at UN inter-agency meetings.
  • Performs other duties as required.
  • Qualifications required
    Education:
    Advanced university degree in Information & Communication Technology, Information Management or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with ten years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
    Experience:
    At least seven years of progressively responsible experience in Information Technology Management with a minimum of four years preparing, organizing and managing IT and multimedia services, including at least three at the international level. A Doctorate in a related field can be considered as a substitute for three years of working experience.
    Languages:
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

  • Effective time management skills and multi-tasking capabilities; ability to work independently and effectively at all levels of a collaborative team environment.
  • Excellent verbal and written communication skills; advanced application software skills, including presentation, spreadsheet, word processing and project management software tools and applications; experience in leading and conducting meetings, seminars and workshops.
  • Diplomacy in negotiations with host country, vendors and support to delegates.
