Objectives
Within the COO’s office, the Quality Assurance and Results Department (ORQR) seeks to improve the quality and the development impact of the Bank’s operations. Within ORQR, the Compliance and Safeguards Division (ORQR 3) core mandate is to promote sustainable development through assessment and monitoring of compliance with environmental and social safeguard policy requirements for Bank Group operations to support the Bank’s policies and strategies, including the 10-Year Strategy.
Duties and responsibilities
The Principal Green Growth Officer will provide guidance to staff and RMCs on the current environmental and social policy instruments (CSS, ISS, ESA, ESMP and IRP) that can serve green growth and sustainable development drive.
- Support the Bank’s capacity building initiatives/efforts on green growth fir staff and countries’ transitioning towards green growth development pathways;
- Coordinate the Divisions work on policy-oriented analysis on green growth strategies, policy options and choices across countries and regions in Africa;
- Support the Divisions work on developing best practice and evaluation systems on green growth policies, programs and initiatives in RMCs as it relates to the overall work of the department;
- Contribute to the production of knowledge products on green growth policy and strategy frameworks as the Bank seeks to implement the Long Term Strategy (2013-2013);
- Support the Bank’s work on post Rio+20 processes and sustainable development goals, global initiatives on green growth as a policy framework to operationalize sustainable development;
- Assist in managing partnerships and networking initiatives (including resource mobilization) with multilateral, bilateral and other development agencies at international, regional and national level to advance the green growth agenda through participation in relevant conferences, workshops and international meetings;
- Provide leadership to Task Managers, Consultants and RMC staff on climate change adaptation issues.
Selection Criteria
Including desirable skills, knowledge and experience
- A minimum of Master’s degree or its equivalent qualification in Environmental Sciences, Development Economics and/or Social Sciences.
- A minimum of six (6) years’ relevant, progressively responsible experience in a related field. In particular, experience with international or multilateral development organizations such as the UN and the MDBs is preferable.
- Proven experience on environmental and social policy instruments that can serve green growth and sustainable development drive as well as providing guidance on policy approaches and procedures for climate change mitigation systems through NAMAs.
- Proven ability to highlight choices and policy options for countries when making decisions on green growth and sustainable development pathways.
- Superior written and verbal communication skills in English or French with a working knowledge of the other language.
- Competence in the use of the Microsoft standard software (Word, Excel, Access, PowerPoint, MS Project); Knowledge of SAP preferred.
