Project Description: The Democratic Governance Support Programme (DGSP) in Mozambique is a five-year program awarded by Department for International Development in the United Kingdom. The goal of this program is to contribute to improved governance and accountability for Mozambican citizens in target municipalities and sectors. In partnership with GRM International, IFES aims to support enhanced electoral processes in target municipalities.
Job Responsibilities: Under the leadership of the Chief of Party (CoP), the Municipal Election Specialist will: • Provide technical election support at the municipal level to the Technical Secretariat for Electoral Administration (STAE) of Mozambique. • Design a comprehensive voter outreach and mobilization program, focusing on first-time voters and women in target municipalities. • In close coordination with local community members and civil society organizations (CSOs), develop an awareness-raising strategy on democratic principles in target communities. • Design a conflict management training program, with a particular focus on activities for political parties in targeted municipalities. • Identify and train local facilitators and partners on democratic principles. • Develop a strategy to monitor the participation of women in the 2013 elections. • Work with domestic CSOs to develop their capacity to deliver civic and voter education at the local and national levels.
Qualifications: • Bachelor’s degree required; Master’s degree in a related field highly preferred • Significant project design and management experience is required. • Portuguese fluency is required. • Experience in Mozambique or Lusophone Africa is preferred. • 5+ years of experience with support to municipal elections. • 5+ years of experience developing and delivering participant training is preferred.
