The Carter Center Democracy Program Consultant – Electoral and Legal Analyst Middle East and North Africa (MENA) Region

The Carter Center is considering elections observation activities in the Middle East and North Africa (MENA) region, and is seeking highly-qualified candidates to serve as Electoral and Legal Analyst. The Electoral and Legal Analyst is primarily responsible for engaging closely with key electoral stakeholders and providing an analysis of the framework governing the elections. This analysis will be in accordance with international standards for democratic elections, taking into consideration the country’s constitution, the election law, and other legal documents relevant to the process. This independent contract position requires relocation to the MENA region for a six-month deployment. Applicants should have a minimum of 5-7 years of experience doing legal analysis on democracy and governance issues. The position requires travel to the MENA region beginning in September 2011.
Fluency in English is required, Arabic is highly desirable. Leadership skills, cross-cultural understanding, and a background working in sensitive political situations are strongly encouraged. Strong writing and communication skills and competence with computer applications required. Salary is commensurate with experience.
The primary responsibilities of the Deputy Director will include:
Electoral Process:
Be fully familiar with the legal and regulatory framework for the election as well as international standards for democratic elections. Have familiarity with the technical procedures required for voter registration, candidate registration, and other steps of electoral preparation.
Contribute to the EOM’s assessment of whether the electoral processes are conducted in accordance with the legal framework as set out in national legislation as well as international standards for democratic elections. Assess the legal provisions for the participation of women and ethnic/linguistic minorities in the electoral process, and other human rights issues, as required.
Assess and analyze, from a legal perspective, the activities of constituency delimitation and election administration, in particular:
i) the consistency of the election management body in interpreting and applying national legislation; ii) the role of the election management bodies in dispute resolution; iii) the conduct and effectiveness of complaints and appeals processes.
Briefings:
Brief mission members on important legal issues, and provide training to long-term and medium-term observers regarding the electoral law, other legal issues, and international standards for democratic elections.
In addition to liaising with election administration officials, meet with judicial and other relevant bodies, in particular with officials responsible for constituency delimitation and voter registration. In coordination with the Field Office Director, meet with political party representatives, NGO and civil society leaders, and representatives of domestic observer groups to share views on relevant legal aspects.
