Project Description: The purpose of the project is to increase the participation of persons with disabilities in elections in the LAC region and to develop a draft training manual on how to include persons with disabilities in USAID supported democracy and governance activities.
Job Responsibilities: •Provide expert guidance and advising on mainstreaming the inclusion of people with disabilities in democracy and governance programming. •Collaborate with USAID Mission/DG technical officers to design a strategy to address inclusion of person with disabilities in elections and political processes. •Develop a draft training manual for use by USAID and implementing partners on inclusion of persons with disabilities in elections and political processes, including its interaction with governance, rule of law, and civil society. •Ensure timely execution of project activities within allocated budget. •Provide regular, high-quality programmatic and financial reports. •Implement program initiatives through approved work plan. •Implement staffing plans and policies. •Track and monitor financial expenditures and project budgets. •Represent IFES with donors, the international community and other stakeholders •Mentor, supervise and develop staff.
Qualifications: •Candidate must be fluent in both English and Spanish. •University degree in education, law, or relevant discipline or advanced education/certified training in procedures and training techniques and strategies, government, politics, journalism, or equivalent professional experience as a technical writer •Minimum 10 years of relevant and progressively responsible professional experience with programs that help vulnerable populations gain access to opportunities that support their full participation in political and electoral processes. •Proven track record with inclusion of people with disabilities programming in the democracy and governance sector. •Experience in election planning and operations in the LAC region. •Familiarity with monitoring and evaluation methodology •Excellent interpersonal/representational skills •Familiarity with the international donor community and experience as an action-oriented interlocutor with democracy-development actors at all levels – grassroots to the highest national and international levels •Experience with USAID Regulations and the implementation of USAID-funded project activities and experience in strategic planning. •Proven experience managing and implementing international development programs.
