CARE International in Uganda (CARE) works with others to make a sustainable improvement in the lives of the very poor. Our program implementation is focused on supporting communities in their achievement of; sustainable economic rights and livelihood, conflict resolution and peace building, good governance and social protection. CARE international In Uganda is implementing a 2 (two) year project known as peace building design, monitoring and evaluation project (PBDM&E). The project aims at supporting the effectiveness of a number of peace building theories of change and pilot innovative but simple approaches to monitoring and evaluation. Theories of change will be drawn from existing peace building programming and conflict prevention projects currently being implemented by CARE Uganda under the Environment and Natural Resources portfolio and in northern Uganda focusing specifically on the Women Empowerment program (Roco Kwo) and the Global Water Initiative (GWI).The project works closely with Makerere University department of conflict resolution and peace studies, International Alert (Uganda Office) and a number of international and local Civil Society Organisations (CSO) implementing peace building programming in Uganda.
CARE desires to hear from self-motivated and qualified Ugandan professionals who enjoy the challenges of working in diverse teams as the Project Manager. The Project Manager will supervise the project partners in ensuring effective program implementation and adherence to all EC rules and regulations and project proposals/contracts. S/he will provide technical expertise on peace building and conflict sensitivity to the project and CARE mission. S/he will provide guidance to various partner organizations and research teams. S/he will be based at CARE Uganda's head office in Kampala but with frequent travel to various parts of Uganda and outside the country.
This is a fixed term contract which will be in effect immediately until the project end date of 2 February 2012.
Key responsibilities;
• Provide feedback, guide and supervise project partners and research teams to achieve project and research goals within budget and time under the overall frame work of project proposal, country office LRSP and other program strategies.
• Work as a point person for PB DME on program related communication with CIUK, donors and other stakeholders.
• Support and ensure effective implementation of program activities.
• Monitor work plans of research teams and partners
• Prepare concise and high quality reports (semester and annual), research reports, and policy briefs.
• Initiate, support and prepare high quality documentation of lessons learnt in peace building projects identifying gaps and ways forward for effective PB work.
• Plan and coordinate with Makerere University department of peace studies to plan and undertake research on theories of change.
• Foster information sharing and learning among research team members and members of the national reference group
• Act as a link between both the research team and national reference group with CARE and share all project related information with both the research team and the national reference group members as deemed appropriate
• Generate analysis and evidence on effectiveness of peace building in a program approach and prepare series of policy documents, advocacy plans, case stories and other publication, media related interventions (newsprints, audio, video, jingle's, FM message), public hearing and visibility work of PB DME project.
• Support the Program Quality and Learning Coordinator to test and roll out the program quality framework in various projects especially those working with the PB M&E project
Job requirement
Key Qualifications and competencies:
• A University degree (Postgraduate qualification preferred) development studies, rural development or other relevant field.
• At least three years successful experience in a management position in a large organisation
• Good coordination and communication skill
• Technical knowledge on conflict and peace building
• Knowledge in policy advocacy (micro-macro level)
• Team building skills
• Ability to work in partnership
• Proven skill in documentation and reporting
• Monitoring and evaluation skill
• Innovation/creativeness
