KEY RESPONSIBILITIES:
- Food Program Management
- Ensure that interventions in Food Aid are designed and developed not only in alignment with a fully integrated three track ministry approach but also in compliance with WV, GOK, SPHERE and other accepted norms and standards;
- Direct the provision and/or establishment of needed tools, methodological approaches, technical assistance, training / capacity building, DME support and accompanying business processes that ensure successful program interventions
- Prepare and present comprehensive operating plan for the food aid program.
- Coordinate with the other sectors within World Vision in managing the food aid program(Branches, Sub branches,IPAs,IMQ,P&C, CC, Communications and F&A).
- Coordinate with World Food Program and other donors in satisfying requirements and developing new food programs that are required.
- Supervise Snr Commodities Officer, CCTS Coordinator, Program Officer-DME and Program Officer Food Aid by organizing periodic meetings and giving them work plans, targets, and outputs to deliver.
- Provide direct oversight of all food aid program management in the districts.
- Coordinate with the relief team the work in Nairobi and the filed operations related to food program.
- Prepare the monthly transportation and distribution plan nationally.
- Responsible for ensuring adequate food stocks, healthy pipeline by constantly following up calls forwards with donors and alerting the internal stakeholders of the status.
- Install the WV food aid system in the districts.
- Install the warehouse management system according to WV standards
- File claims for every loss of food and follow up according to the schedule set up in the WV manual
- Ensure that materials and equipment required in the projects are provided
- Provide support to all the field offices on commodity management
- Review the monthly distribution plans and beneficiary lists submitted to Nairobi
- Manage food distribution teams and oversee random distributions during field visits
- Ensure that monthly commodity reports are prepared.
- Ensure that Commodity Tracking System is installed and used to generate weekly and monthly reports.
- Provide the management with program information on a timely basis
- Attend and participate in national coordination meetings with feedback to the group.
- Liaise with major food aid donors regarding food aid availability and increased levels of support.
- Participate in national assessments on food security and give feedback to the team.
- Explore opportunities for new projects and work with the Program officer to raise resources
- Maintain good relations with donors
- Liaise with finance to prepare food aid logistics budget based on tonnage.
- Manage implementation of projects as per the approved budgets and participate in the preparation of budgets for upcoming projects
- Coordinate with HR to identify and recruit food aid staff.
- All recruited staff are trained on commodity management, reporting and documentation.
- ERDM training on food aid management and accounting conducted for ADP and zonal staff in collaboration with the programs team
KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED:
- A bachelor’s degree in social sciences/community development or related fields. .
- Have at least 7 years experience and at least 3 years experience as a manager in commodity programming, designing, planning, implementing, supervising and reporting on Food Aid
- Programming and logistics or related field including hands on experience in food distribution, warehouse management and managing food aid projects.
- They must have both an extensive conceptual understanding of and demonstrated practical command for implementing program design, management and evaluation principals:
- The holder of this position must be a results orientated leader who can manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands.
- He /she must also have solid public relations skills and be a strong team player.
- Posses fleet management skills and exposure to commodity financial management.
- Must be team player and have good management/supervision skills.
- Should be a problem solver and have good analytical skills.
- Strong knowledge of lotus, MS Excel, MS Word, fax and e-mail
- Ability to effectively develop rapport and relate to donors, NGOs, counterparts, and government agencies
- Must have the ability to travel and a flexible approach to living conditions.
- Fluency in English and ability to write well and express ideas in a sensitive manner within the context of a humanitarian approach.
- Posses’ excellent presentation skills.
- Knowledge of humanitarian standards.
PREFERRED: - An advanced degree is preferred
