JOB TITLE: COMMUNITY LINKAGES TECHNICAL ADVISOR
REPORTS TO: EXECUTIVE Director ICOBI/ Deputy Chief of Party SUSTAIN
Introduction:
SUSTAIN Project is being implemented by University Research Co. (URC), and its partners (TASO, Health Research, Inc., Initiatives, Inc. and ICOBI), Strengthening Uganda's Systems for Treating AIDS (SUSTAIN) is a five-year USAID funded project. ICOBI provides technical support for strengthening health facility - community linkages in the delivery of a continuum of care for HIV services in SUSTAIN target Regional Referral Hospitals (RRH) and General Hospitals (6H). Now, ICOBI would like to recruit a competent person to fill the position of COMMUNITY LINKAGES TECHNICAL ADVISOR.
Job description:
The Community Linkages Technical Advisor will work closely with relevant departments of the MOH, Community Health Department in the respective RRHs and GHs and other implementing partners (USAID-funded and non USAID-funded) to plan for and provide required technical support for strengthening health facility - community linkages as per the Uganda Ministry of Health national guidelines and policies. He/ she will coordinate the SUSTAIN project community component aimed at strengthening the continuum of care for PLHA through the use of the chronic care model, support community based mechanisms to improve adherence, retention, patient self management and psychosocial service provision. He/she will be the link person between ICOBI and URC.
Key Responsibilities:
• Design and implement appropriate facility-community linkages interventions, within the overall strategic framework of the SUSTAIN Project
• In coordination with facility management, supervise and monitor performance of facility-based Community Linkages Coordinators and Community M&E Officer
• Provide technical assistance to the health facility teams to strengthen community-facility linkages aimed at improving patient adherence, retention, self management, and psychosocial services

Job requirement
Minimum qualification:
At a minimum, the candidate must possess a Masters Degree in Public Health and extensive experience in HIV/AIDS care and treatment. A post graduate diploma in project planning and management would be an added advantage.
Experience:
More than 6 years in project implementation, management and community work
