RTI International is seeking a candidate for an M&E/ Operations Research Specialist for the USAID funded Supporting Public Sector Workplaces to Expand Actions and Responses against HIV/AIDS (Spear) Project.
Role and Key Responsibilities
• Take the lead in designing several Operations Research activities to identify best practices, gaps and challenges in current programming, and to provide guidance on improving activities for the future;
• Supervise the collection of data pertaining to operations research, including identifying, training, and supervising field teams and data entry persons;
• Lead in the analysis, writing, publication, and dissemination, of research providing direct recommendations for future activities including projects beyond the life of SPEAR;
• Leads in developing, implementing, and strengthening M&E systems for target ministries;
• Supports efforts to build field capacity in monitoring and evaluation and develops and strengthens evidence-based methodologies, data collection, interpretation for decision making, and protocols at the ministry level;
• Contribute to other project reports such as annual work plans;
• Provide cross-cutting OR and M&E support to team members on as needed basis.
• Support the sector to lead the development of operational research agendas
• Support the team in analysis of program data, identify gaps and best practices to inform programming
Job requirement
Qualifications:
• Minimum of a master's degree, in public health, statistics, research methods M&E or a related field, PhD ideal.
• A minimum of 8 years of relevant progressive field experience in Operations Research, Capacity Building, and M&E on Health and/or HIV programs with 6 years of experience providing M&E or Operations Research technical support to similar programs (M&E, training and capacity building);
• Experience with M&E reporting, conducting analysis, presenting data findings (written and oral)
• Experience building capacity of local partners to conduct monitoring and evaluation of project activities, and analyze/ present/use the data to inform program decision making. Experience working with government ministries and districts preferred;
• Willingness to travel outside of Kampala;
• Knowledge of USG rules and regulations;
• Excellent computer skills and the ability to work with STATA, SPSS, and/or Epi Info, as well as excellent word processing, and report writing skills;
• Good interpersonal skills as well as strong oral and written communication skills;
• Ugandan Nationals highly preferred.
