The Carter Center Democracy Program Consultant – Election Observer Coordinator Middle East and North Africa (MENA) Region

The Carter Center is considering elections observation activities in the Middle East and North Africa (MENA) region, and is seeking highly-qualified candidates to serve as Election Observer Coordinator. The Election Observer Coordinator will assist in designing and implementing the deployment plan for observers serve as the primary point of contact for observer teams in the field. This independent contract position requires relocation to the MENA region for a six-month deployment. Applicants should have a minimum of 5-7 years of experience doing legal analysis on democracy and governance issues. The position requires travel to the MENA region beginning in September 2011.
Fluency in English is required, Arabic is highly desirable. Qualified candidates should have experience in international elections, including conducting international election observation missions. Leadership skills, cross-cultural understanding, and the ability to provide advice and guidance regarding democracy promotion and sustainable peace are strongly encouraged. Salary is commensurate with experience.
Under supervision of the Field Office Director (FOD), the primary responsibilities of the Election Observer Coordinator position include:
• In consultation with the FOD, prepare, design and manage the Center’s planned observation activities, including observation methodology and observer deployment plans o Act as principle point-of-contact for Carter Center LTOs o Coordinate logistics for observer deployment including transport, accommodation and communication o Assist in developing and implementing a reporting system o Coordinate the production, analysis and compilation of observer field reports o Ensure appropriate liaison between observers with election officials, international NGOs, international organizations, UN security personnel, and government officials o Assist FOD and Atlanta staff to plan, develop and manage the training and briefing of LTOs and MTO/STOs (where applicable) o Provide substantive and organizational direction for the delegation of senior Carter Center leadership and other eminent persons • Assist in drafting Carter Center press releases and public statements, and project reports as necessary in consultation with Atlanta staff.
