Introduction Cordaid currently works in Sudan exclusively through local partner organisations. Cordaid’s main programme is conflict transformation, which includes access to health and social protection, economic empowerment, and emergency response/disaster risk reduction. Strategies of intervention include strategic financing, capacity building; linking and learning and lobby. As part of Cordaid’s new strategic plan for 2011-2015, we intend to expand and strengthen our relationships with local partner organisations in both North and South Sudan.
Activities on health and social protection will be in the following thematic areas; women’s health; health system strengthening; social protection systems strengthening.
Position and responsibility The Health Advisor is responsible for advising Cordaid HQ on health related issues (in terms of strategy, content, and policy), providing support in monitoring of running programmes, supporting the capacity building of local partner organizations in these areas, fund raising and liaising with other stakeholders present in South Sudan. The Health Advisor will report to the Cordaid Head of Mission (HoM) in Juba and liaise closely with the relevant Programme Officer of the Health and wellbeing programme at Cordaid HQ in The Hague.
General objective of the posting • Advise Cordaid HQ on health - in terms of strategy, content, and policy - in the framework of conflict transformation; • Support and coordinate capacity development of local partner organizations in the areas of health; • Identify, develop and monitor new health proposals and projects with existing and new partner organizations; • Represent Cordaid, network and lobby on health issues in relevant networks and with relevant stakeholders in collaboration with existing and new partner organisations; • Acquisition of donor funding in collaboration with existing and new partner organisations.
Specific objectives: 1) Capacity Development on health: • Assess the needs, help organize and facilitate training for staff of local partner organizations in the areas of health where appropriate; • Support partners in implementing health programmes; • Improve learning and coordination to strengthen networks, maximize recovery efforts and establish preparedness plans. 2) Identify, Develop and Support Proposals and Projects: • Identify new funding possibilities • Support partners in writing proposals (work plan / budget / logframes) for health efforts; • Support partners and Cordaid HoM/HQ in collecting information and data to formulate proposals for funding; • Responsible for following up the proper and timely preparation of financial and narrative reporting by partners on programmes under implementation towards Cordaid The Hague and towards institutional donors; • Responsible for following up on evaluation and timely audits as foreseen per contract between Cordaid and partners; • Regular visits to project sites to monitor project progress and discuss narrative reports submitted to Cordaid HQ.
3) Networking, Representation and Acquisition: • Keep up to date with the latest developments on policy development around health
• Identify and establish contacts with relevant organizations and stakeholders (including local government, INGO’s and institutional funders) as strategic to Cordaid’s health interventions in South Sudan; • Explore potential areas for collaboration and mobilize opportunities to support program partners; • Organize linking and learning activities between partners where appropriate • Represent Cordaid in health discussions in relevant Caritas, UN and other humanitarian coordination / thematic cluster meetings.
Qualifications • Academic degree in public health, health management or other related field; • At least 5 years proven experience with developing, managing and monitoring health programme and with security management in complex conflict situations; • Experience assessing needs for and/or delivering health training; • Strong project management, analytical and problem-solving skills; financial management skills are desirable; • Experience of working with internationally-funded programmes, including coordination, reporting and monitoring according to different donor templates; • Experience in working with local NGOs and communities in conflict-affected states in Africa and experience in working with faith-based and church organisations is an asset; • Diplomatic and result-oriented; • Excellent English language writing and communication skills.
Specifics of duty station The Health Advisor will be based in Juba, the state capital of Central Equatoria State in South Sudan town with access to basic medical facilities, local markets and an international airport. He/she will have to travel regularly to the Cordaid focus areas (Western Equatoria, Upper Nile, Northern and Western Bahr El Ghazal) for project monitoring and sometimes to Khartoum for consultation and coordination meetings. The safety and security situation in South Sudan remains volatile but is constantly monitored by Cordaid and appropriate policies are in place. This is a non-accompanied post.
Contract information The contract period is for 6 months initially, with the possibility of extension, starting as soon as possible.
