PROGRAMME ADMINISTRATIVE AND FINANCE ASSISTANT (PAFA) POSITION DESCRIPTION:

Main Purpose of the Role:

The Programme Administrative and Finance Assistant (PAFA) will play a critical role in assisting the Regional Representative in with the implementation of this programme.

This role is responsible for the accurate and efficient preparation and coordination of financial and administrative procedures related to the programme. This role will need to communicate effectively both internally within the programme office and COA’s head office in London and externally with other key stakeholders.

The successful candidate will have the following experience and competencies:

Essential

• First degree or similar, in a relevant discipline for eg. business studies, office administration, project administration, accountancy or bookkeeping
• Experience of, and excellent abilities in, financial administration including management of cash flows, balance sheets, sizeable budgets (planning, monitoring and reporting), and experience of using accounting packages (e.g. SAGE)
• At least two years’ experience in office administration, with high levels of proficiency in Microsoft Office (Excel, Word, PowerPoint, databases)
• Experience of project management and in particular gathering and consolidating information for monitoring and evaluation and impact reporting
• Excellent levels of spoken and written English
• Experience of procurement, and use of hardware, software, scanners and other office equipment

Desirable

• At least two years’ experience in a similar role, in a similar type of organisation (preferably an NGO or international representative office environment)
• Knowledge of the climate change, global warming and international funding institutions and donor agencies.

This is a locally based field role and therefore the successful candidate must have eligibility to work in the relevant location.

REGIONAL COORDINATOR POSITION DESCRIPTION:

Position Summary
COA’s Regional Coordinator (RC) will oversee a five-year Donor-funded program to promote and mitigate against climate change in the Eastern Africa Region (EA): Tanzania, Kenya, Uganda, DR Congo and Rwanda. The EA RC will be responsible for leading all areas of program management including strategic design and implementation, financial management, staff supervision, office management, communications, monitoring, evaluation, and reporting, and leading and managing relationships with the donors. Furthermore, the RC will be responsible for managing implementing partners and sub-grantees. This position will be based in Arusha, Tanzania and will report to COA's Regional Director for Africa.
Minimum Qualifications
• Master’s degree in environment, agriculture, energy, engineering, finance, political science, international development, law, or related field
• At least 10 years of experience managing and implementing donor-funded climate change, and/or civil society programs, including experience building the sustainability of local organizations and institutions required; experience working specifically on environment, agriculture, and advocacy for reforms strongly preferred. Experience working on donor-funded programs strongly preferred
• Fluency in English and French
• Strong interpersonal skills, demonstrated ability to create and maintain effective working relationships with local partners, media, government officials, bilateral donors, as well as in-country and foreign experts
• Demonstrated experience leading/implementing large donor-funded projects required; experience doing so in East Africa, West Africa, or Great Lakes region strongly preferred
• Experience working as a Chief of Party or equivalent leadership position in volatile operating environments
• Demonstrated experience developing and implementing activity work plans and budgets, managing program implementation, and short-term technical assistance
• Knowledge of donor rules and regulations, and other donor approaches
• Demonstrated ability to effectively manage a diverse team of employees, including expatriate and local staff
• Experience in mentoring, coaching, and skills transfer
• Ability to use productivity software such as MS Word, Outlook, PowerPoint; and Microsoft Excel
Essential Duties
• Provide overall strategic leadership and oversight of large, multi-year project.
• Ensure quality, cost, and timeliness of performance of all project deliverables
• Oversee development and implementation of a monitoring and evaluation program for the project reflective of best practices in monitoring and evaluation
• Ensure compliance with donor rules and regulations and with applicable local laws and regulations
• Oversee daily operations of the office, which includes but is not limited to: financial management, general office administration, public relations, and staff management
• Network and liaise with local partners and beneficiaries, including government representatives, civil society organizations, international and regional bodies, and private funders
• Proactively seek out new funding opportunities and represent COA before funding organizations
• Travel extensively to project sites within EA , Africa and occasionally internationally.
• Other related duties as assigned
