Operations Manager- Tanzania
The Operations Manager is accountable, under the direction and guidance of the EAIOI, for supporting the management of the Population movement appeal and supporting the Tanzania Red Cross Society in leading the ongoing operation. The Manager will provide oversight, including leading the programme implementation and support teams, overseeing timely planning, implementation and reporting, and liaising with counterparts from Participating National Societies, the ICRC, and external partners such as UN agencies, NGOs, donors and missions active in the country. ( Location: Kigoma , Contract duration: 5 months)
SOME RESPONSIBILITIES INCLUDE:
- Reporting to the Country Cluster Operations Coordinator and working closely with the TRCS Disaster management director, the Operations Manager will oversee the coordination of timely, efficient and effective IFRC support to the Tanzania Red Cross Society in responding to the impact of the on-going influx of populations from Burundi.
- Facilitate operational and technical guidance to the field level implementation structure of the Tanzania Red Cross Society.
- Support management of operational budgets to compliance with IFRC finance procedures and in line with donor earmarking requirements.
- Actively support communications and fundraising efforts.
- Overall responsible for supporting the planning, management and coordination alongside TRCS to achieve timely and effective implementation of its operation in Kigoma and Kagera
- Responsible for supporting the production of timely narrative and financial reports, according to IFRC procedures
- Provide coaching, mentoring and capacity building support, as required, to the operations management and technical staff of Tanzania Red Cross Society.
- Ensure the application of the strategic direction of operations and focusing on achievement of the planned objectives.
- Maintain close reporting and communication lines with TRCS, and Regional offices, and Movement partners.
- Monitor the implementation of all activities as laid out in the plan of action, with particular attention to the broader context monitoring of achievement of results.
- Support the TRCS to manage the effective and proper use of assets, financial resources and facilities according to RCRC and IFRC standard procedures in order to comply with auditing requirements.
REQUIRED SKILLS INCLUDE:
- Relevant University degree (Health management/ Disaster Management etc.)
- IMPACT course (or equivalent knowledge)
- Demonstrable experience working as an Operations manager, preferably in a remote or isolated emergency context and/or in a refugee camp setting.
- Five years’ experience working for a humanitarian aid or local organization on empowerment and community-driven capacity building.
- Experience building and maintaining strong cooperative and professional relationships with local and international partners
- Experience of project planning and implementation
- Experience of writing comprehensive narrative and financial reports
- Experience of working for the Red Cross/Red Crescent Movement
- Willing to spend 5 to 6 months in a difficult, remote environment with minimal access to a main town
