Job Summary:
Catholic Relief Services in Tanzania is seeking a Director of Finance and Administration for an upcoming USAID-funded project aimed at improving youth livelihoods in agriculture. The Youth Entrepreneurship Program (YEP) will enhance entrepreneurial, life and workforce readiness skills and link qualified youth with economic and employment opportunities. The Director of Finance and Administration will manage administrative, financial, and procurement processes including compliance with USG rules and regulations. Candidates should have demonstrated expertise and an excellent track record in USAID contract management, finance, accounting, and office operations.

Specific Responsibilities:
- Serves as the principal advisor and is ultimately responsible to the Chief of Party on all matters relating to project financial, accounting, and operation management
- Prepares financial information and interprets results to promote stewardship and manage risks.
- Uses extensive knowledge of USAID rules and regulations including the Federal Acquisition Regulations (FAR) ensuring compliance and leads the finance team to consistently deliver a high standard financial strategy, process, procedure and tool implementation.
- Oversee and ensure that the project's administrative and procurement processes are in compliance with USG and the FAR
- Oversee and ensure staff compliance with ethical guidelines established by USAID and the FAR
In close collaboration with the Chief of Party and senior managers, leads the preparation and submission of all invoices and financial reports.
Liaise with technical managers to implement activities within budget and USAID regulation
Provide the Chief of Party and project managers with regular and timely budget reports and analyses. - Maintain good working relationships with subcontractors
- Monitor contract agreements to ensure spending is within obligated budgets and the approved project periods; communicate with the project team, HQ and subcontractors when new agreements are signed or existing agreements are modified
- Understand all financial sections of contracting agreement with donor to ensure financial terms are reasonable, practical, do not contradict CRS' policies and procedures and are in CRS' favor when possible.
- Proactively set up systems that enable CRS to respect the contractual requirements, such as special reports, supporting documents and justification of cost
- Ensure adherence to the CRS financial policies and procedures and compliance with all clients' financial requirements.
- Supervise and mentor contract finance staff

Required Qualifications and Experience:
- Master's Degree in Business Administration, Finance, Accounting, or other relevant field
- Minimum eight years of relevant experience in administrative and financial management of large scale, complex, USAID contracts developing and managing large budgets
- Demonstrated understanding of the FAR including relevant procurement processes, compliance, and reporting
- Relevant IT applications, demonstrated expertise and excellent track record in management, finance, accounting, and office operations
- Excellent interpersonal skills and teamwork
- Fluency in oral and written English
- Proven experience in supervision and management of staff
