Director of Finance and Administration, USAID project in Tanzania

Position Summary:
Under the supervision of the Chief of Party, the Director of Finance and Administration will be responsible for day-to-day oversight and administration of a five year USAID project in Tanzania, including responsibility for procurement, sub-contracts, human resources, IT, logistics, financial management and accounting.

Responsibilities:
- Reporting to the Chief of Party, supervise a team of accounting, HR, IT, logistics, administrative and procurement professionals. Maintain timely and accurate financial information.
- Responsible for the smooth operation of the office.
- Provide capacity building, on-site coaching and mentoring and training to staff.
- Assist with project quarterly and annual reporting.
- Support the Chief of Party in budget planning and monitoring.
- Support to the Project Manager in ensuring financial, procurement and overall compliance with the contract.
- Provide oversight of the human resources and recruitment function, including ensuring adherence to local laws.
- Work closely with MSI partner and subcontracting organizations to ensure rigorous financial and contract management.
- Develop and manage the project procurement system.
- Conduct procurement and draft subcontract agreements.
- Administrative management of subcontractors providing technical services and management of contractors providing other support services.
Qualifications:
- Bachelor's degree or equivalent in finance or a related subject required; Master's degree or MBA strongly preferred.
- Minimum 10 years of experience managing finance and accounting operations of donor-funded projects.
- At least five years of experience in finance and administration of USAID-funded projects with emphasis on budget tracking and monitoring and grants management.
- Knowledge of FAR and AIDAR regulations.
- Knowledge of East Africa preferred.
- Professional fluency in English required and speaking Swahili is an asset.
