S/he will be responsible to ensure timely, efficient and effective administrative and technical support to the CRS/Rwanda fleet management. The incumbent will be responsible for the delivery of mail and materials to the partners. S/he will also monitor utility providers ensuring the most reliable service possible.
S/he will contribute to the knowledge transfer and sharing of best practices with the partners in the field of procurement and fleet management. S/he will identify areas of cost saving in the field of procurement and fleet management and advices the management accordingly.
The incumbent will maintain relationship with current and potential vendors and ensures proper management of service and consultancy contracts.
The Applicant must fulfill the following conditions:
Qualifications and Personal Professional skills:
• A minimum Bachelor´s Degree in Supply Chain or Management, or similar degree. Emphasis on fleet management and procurement is a plus
• Minimum 5 years of experience as a senior procurement and fleet management professional in a NGO, public sector or business environment with a proven track record.
• A mature and professional individual with high personal integrity
• Sound understanding of Customs’ procedures and processes
• Proven attention to details and strong organizational management skills
• Ability to interact effectively with government agents and local partners.
• Familiar with USAID and other Donors´ policies and regulations
• Proficiency in planning and time management
• High level of negotiation skills
• Proven knowledge of the Rwanda market
• Sound understanding of mechanics/garage management
• Experience with fleet and procurement Information Systems. Good command of computer software (MS Office, Word, Access, outlook, etc.) and advanced Excel knowledge.
• Demonstrated ability to work effectively in a collaborative/team environment
• Very good English and French writing and speaking. Excellent Kinyarwanda speaking and reading
• Good reporting skills
• Ability to work with a minimum of supervision
• Driving License at least category B
