IBTCI Program Support Manager for an Evaluation in Kenya and East Africa


IBTCI is recruiting for an upcoming USAID project focused on Evaluation Services and Program Support for Health Programs in East Africa. This project will support USAID/Kenya’s Office of Population and Health (OPH) and USAID/East Africa’s Regional Health and HIV/AIDS Office (RHH) with program-related services, such as program monitoring and evaluation, data quality assessments, logistics for events, meeting facilitation and other support needs. The project will be based in Nairobi with anticipated work throughout the East Africa region, covering Burundi, Central African Republic, Djibouti, Somalia, Congo (DRC), Ethiopia, Kenya, Rwanda, Sudan, Tanzania, Uganda and Zambia.
The Program Support Manager, reporting to the Director of Finance and Operations, will provide oversight, input consultation on evaluation tools, program design and strategic planning on a wide range of health topics, including FP/RH, MNCH, HIV/AIDS, malaria, nutrition, gender based violence, health systems strengthening, infectious disease, and other emerging pandemics. S/He will assist with the screening of qualified prospective consultants and organizations for the contractor’s extensive database of qualified experts (both international and local). S/He will provide quality assurance on technical presentation of findings, presentations and recommendations coming out of assessments and evaluations by the consultants.
The Program Support Manager must have: At least seven (7) years of professional experience working in international health program management; A minimum of a Bachelor’s degree, but a graduate degree is preferable; Proven ability to muli-task and coordinate a range of activities, events and meetings simultaneously; Experience in event and meeting planning and organization, including selection and management of venue, travel, lodging, and participant communications; Experience setting up and coordinating web-based conferences and meetings using Adobe Connect, Webinars, Go-To-Meeting and other similar programs; Familiarity with USAID procurement regulations is strongly desirable; Excellent computer, writing and communication skills; Excellent spoken and written English skills; French and/or Swahili language skills are a plus;Proven ability working with Ministry, USAID, and other international organization officials; Good interpersonal skills via telephone, email and in person; Ability to travel 20%-30% of time
