PSI seeks applicants for the long term technical assistance (LTTA) of Research Technical Advisor supporting PSI/Tanzania for a period of six months from June through December 2013. The Technical Advisor will design, implement, analyze and draft reports for selected studies as well as manage platform M&E activities including related staffing. This LTTA will be based in Dar es Salaam, Tanzania and reports to the Director of Programs.
RESPONSIBILITIES:
- In collaboration with the program team, draft study designs for all studies included in the 2013 Annual Research Plan (ARP) by the end of Quarter 4;
- Oversee the implementation of all studies in the ARP, including implementing quality assurance procedures with the identified data collection research agency;
- Work closely with the program team to produce actionable summaries of research results to improve the use of evidence to inform programmatic activities;
- Submit documentation to Dataverse for completed research studies within three months of completing data collection;
- As appropriate, assist in the recruitment and training of a full-time Research Manager;
- Oversee the finalization of draft M&E Framework;
- Work closely with the program team to design dashboards and reporting formats for routine program monitoring data;
- Participate in preparation and submission of reports to donors and other stakeholders; and
- Supervise external research firm
- Manage abstract submissions to local and international conferences.
Reporting Arrangement
The TA will work with all PSI Tanzania Program Heads and will report to the Director of Programs. The Regional Researcher will provide technical oversight.
Period of Performance
The TA’s period of performance is six months from June 2013 to December 30, 2013, unless extended by mutual agreement. The TA will be based in Dar es Salaam, Tanzania during this period.
QUALIFICATIONS:
- PhD preferred, or MPH or MA in Social Sciences with equivalent experience
- Minimum 5 + years professional work experience
- Experience conducting data analysis with a statistical software package, preferably SPSS
- Ability to work in a fast-paced team environment
- Technical background in research and M&E
- Previous PSI experience is a plus
- Previous experience working in a cross-cultural environment, preferably in Africa
- Previous experience managing data collection through an external research agency is preferred
- Excellent interpersonal, written and verbal communications skills
- Proficiency in English required, Kiswahili preferred
