The East African Community (EAC) has
received funding for implementation of the African Peace and Security
Architecture (APSA) Support Programme from the European Union through the
African Union. The funding is supporting the EAC Liaison Office at AU, the development
and establishment of an EAC Early Warning system and Mediation capacity as well
as the support of other peace and security activities.
The
Secretariat intends to use part of the funds to recruit a Mediation Assistant
Officer for the purpose of supporting and strengthening the EAC Mediation Unit
within the Department of Peace and Security under the Office of the Deputy
Secretary General (Political Federation).
Applications

Main purpose of the
job
The
main purpose of this job is to support the operationalization of the EAC
Conflict Prevention, Management and Resolution (CPMR) Mechanism in providing
high quality support to conflict early response in terms of preventive
diplomacy/preventive deployment including mediation, negotiation, conciliation,
facilitation, dialogue, peacemaking and peace building.
Duties and
responsibilities
1.1
Brief the Conflict and Early Warning
Expert (CEWE) daily on all significant and/or urgent matters with regard to
conflict prevention, management and resolution/transformation in coordination
with the EACWARN Analysts;
1.2
Liaise with the EACWARN Analysts and the
National Early Warning Centers/Analysts in order to monitor, identify, discuss
all conflicts and potential conflicts in the Community and based on the early
warnings of impending/emerging crises and conflicts and recommendations for
policy options by the Analysts, facilitate timely and appropriate early
response for preventive diplomacy, mediation and any other form of necessary
intervention, including Peace Support Operations, Post Conflict Reconstruction
and Development (PCRD), Humanitarian and Disaster Relief interventions;

Support the work of EAC Panel of Eminent
Persons (PEPs); Special Envoys (SEs) and Special Representatives (SRs);
1.4
Provide
technical and strategic advice on mediation to the PEPs, SEs and SRs;
1.5
Maintain constant communication with the parties in
conflict,;
1.6
Plan and implement capacity-building for mediation and
preventive diplomacy;
1.7
Receive and process requests for deployment or
assistance;
1.8
Establish rosters of SRs, SEs and
technical mediation experts in order to have an adequate pool of skills from
which to draw potential candidates for appointments for mediation and
peacemaking;
1.9
Support and facilitate rapid deployment
of PEPs, SEs and SRs in the field to provide mediation and conflict prevention
efforts;
1.10
Ensure good co-ordination of information
and activities regarding mediation and peacemaking;
1.11
Constantly ensure link between EAC’s
conflict early warning function and its early response function;
1.12
Liaise with the African Union (AU), the
United Nations (UN), RECs, particularly those with shared membership with EAC
and other actors regarding conflicts, mediation casesand good offices;
1.13
Collect published research, commission
and disseminate new research on mediation as required; co-ordinate training and
help Partner States build their national capacity for mediation;
1.14
Maintain records of meetings, mediation
and dialogue interventions and correspondence with the parties;
1.15
Plan and prepare annual work plan and budget for
mediation interventions;
1.16 Prepare regular and timely briefings
and recommendations for Decision-Makers;
1.17
Design, conduct and coordinate assessment
and periodic reviews of mediation initiativesand lessons learntand best
practices that could lead to changes in systems and methods;
1.18
Perform any other duties that may be assigned.
Qualifications and
experience
A
minimum of bachelor’s degree from a recognized institution in political or
social sciences preferably peace, conflict resolution, security, diplomacy,
international relations, law or related areas with five years of relevant
experience with exposure to mediation, negotiation, dialogue, peacemakingand
report-writing. At least three years working on issues related to peace and
security, early warning, mediation, conflict transformation, peace support
operations, humanitarian relief, electoral issues, etc. in the region is
desirable.
Skills and
Competencies
The ideal candidate should
demonstrates knowledge of and exposure to a range of peace and security issues
in the region, inter-disciplinary approach to analytical capability of
sensitive and complex situations; must have practical or professional experience
or expertise in conflict prevention, management and resolution, particularly in
mediation, dialogue, negotiation, peacemaking. Should have a comprehensive
understanding of the peculiarities, intricacies and evolving dynamics of a
conflict, a fine grasp of historical, cultural and political factorsand a good
analysis of the parties, factions and leaders in conflict. Must demonstrates
ability to reach conclusions on possible causes, as well as strategies to
prevent and manage conflicts and ability to assess potential riskand exercise
judgment in uncertain and volatile circumstances; demonstrates good knowledge
of back-stopping special political missionswith monitoring and evaluation
capabilities, be conversant with the EAC and its goals.
Ability
to work collaboratively with colleagues to achieve organizational goals;
willing to learn from others; places team agenda before personal agenda; shares
credit for team accomplishments and accepts joint responsibility for team
shortcomings. Ability to develop clear goals that are consistent with agreed
strategies; identifies priority activities and assignments; adjusts priorities
as required; plan appropriate amount of time and resources for completing work;
foresees risks and allows for contingencies when planning; monitors and adjusts
plans and actions as necessary; uses time efficiently.
Excellent communication and analytical
skills, ability to network and work with both State and non-state actors,
conversant with computer application and internet, good report writing skills.
Proven
proficiency in English (both, oral and written) is required. Knowledge of
Kiswahili as an EAC Lingua Franca and other EAC languages is an advantage for
this job.
TERMS AND CONDITIONS
OF SERVICE
This
position is EU/AU funded and is a non-established position whose contract terms
are limited to the period of support; it may be renewed subject to extension of
the funding. The post offers attractive consolidated remuneration package. The
position will be subjected to the EAC quota system.
