Lake
Victoria Basin Commission (LVBC) is a specialized Institution of the East
African Community (EAC) established by the EAC Partner States through a
negotiated Protocol for Sustainable Development of Lake Victoria Basin. The
broad functions of LVBC are to promote, facilitate and coordinate activities of
different actors towards sustainable development and management of natural
resources of the Lake Victoria Basin.

citizens of the East African Community (Burundi, Kenya, Rwanda, Tanzania and
Uganda) for the following vacancy position, in respect with the quota system.

MAIN
PURPOSE OF THE JOB:
To administer and manage all financial
aspects of the Commission including documentation of all receipts and payments,
assets and liabilities and safe custody of financial documents
DUTIES
AND RESPONSIBILITIES:
- Plan, organize,
direct and control the accounting functions of the Commission;
- Make proposals
for policies, formulation of accounting procedures and strategies for
Financial Administration;
- Maintain the
accounting system including integration of the stores and Fixed Asset
Register;
- Work with the
Senior Budget Officer to ensure proper control of the LVBC budget
execution;
- Verify and
control data Journal entries, posting to the general ledger;
- Maintain
appropriate ledgers and subsidiary ledgers;
- Coordinate
monthly payrolls and ensure accuracy and timely payments of the
Commission’s services suppliers;
- Prepare periodic
management and statutory annual reports;
- Forecast cash requirements/obligation as a basis of maintaining adequate funds;
- Provide advice
on financial management issues to the Deputy Executive Secretary
(F&A);
- Coordinate
preparation of the LVBC financial statements for submission to the
external auditors in accordance with the existing Financial standards;
Rules and Regulations;
- Promote a
positive corporate culture and image of the Commission.
- Perform any other
work as may be assigned to by the Executive Secretary or Deputy Executive
Secretary.
QUALIFICATIONS
AND EXPERIENCE:
i. Bachelors Degree in
Commerce, Business Administration with specialization in Finance/Accounting or
other related area and a Masters degree in Finance/Accounting/Business
Administration required.
ii. Work experience with at least 7 years,
preferably in International or Regional Organization; with at least 3 years at
senior level.
iii.
Certification as a Chartered Accountant
(ACCA/CA), Certified Public Accountant (CPA), Chartered financial Analysts
(CFA) or equivalent.
iv.
Familiarity with Accounting ERPs
preferably Sun Systems Accounting software is an added advantage.
SKILLS
AND COMPETENCIES:
i.
Knowledge in the use of computers, and in
particular, knowledge of Accounting Softwares like the “Sun-System” is a must ;
ii.
Ability to work in a team with good
communication skills;
iii.
Must demonstrate high level of integrity, good
interpersonal and communication skills;
iv.
Must be result oriented, with strong
analytical, organization and decision-making skills.
REMUNERATION
AND FRINGE BENEFITS
Dependent
on the EAC Professional staff scale with corresponding benefits specified for
them.

The
candidate must not be more than 54 years old.
