The
East African Community (EAC) through the Lake Victoria Basin Commission (LVBC)
Secretariat is coordinating the implementation of the Lake Victoria Water
Supply and Sanitation Program Phase II (LVWATSAN II). This program is being
implemented in all the five EAC Partner States for the next three years.
The
program contributes towards the attainment of the shared Vision for the
management and development of the Lake Victoria Basin through strengthening of
the regional and national institutions for governance of transboundary
resources in the Basin; and contributes to the improvement of the livelihoods
and health of communities in the basin, through the reversal of pollution of
the lake and through improvements in sustainable water supply and sanitation
infrastructure.
The
EAC/LVBC has received funding for the implementation of LVWATSAN II from
African Development Fund (ADF) and LVBC Secretariat intends to apply part of
the funds to strengthen the Program Administration Unit within the Regional
Program Coordination Team of LVWATSAN II.

citizens of the East African Community (Burundi, Kenya, Rwanda, Tanzania and

MAIN
PURPOSE OF THE JOB:
The main purpose of this job is to manage
day-to-day operations of the LVWATSAN Program at LVBC.
DUTIES
AND RESPONSIBILITIES:
- Keep records of
communications of the program between LVBC and stakeholders and documents
of the program including agreements, payment records, disbursement
records, etc in a system ensuring efficient filing and retrieval;
- Plan and organize
meetings, workshops, conferences and other events relating to the program;
- Assist the
Regional Program Coordinator of LVWATSAN in the day-to-day operations of
the Program; ensuring that Implementing Agencies reports are submitted in
time and in compiling them into regional reports
- Assist the
Regional Coordinator in preparing monthly, quarterly and ad hoc progress
report especially financial management reports.
- Assist the
Regional Project Coordinator in the preparation of program activity
budgets;
- Analyze and
monitor Budget program performance, budget implementation and expense
activities, and provide information on variances and alerting management
to changes in trends and probable impact to the organization and its
strategy;
- Assist in guiding
Implementing Agencies in the Partner States of the EAC on execution of
procurement procedures;
- Monitor the
execution of the procurement plan and maintain a database on the status of
procurement of goods and services done under the program;
- Monitor the
progress and timelineness of consultancies and assist the Regional
Coordinator in managing them in accordance with the AfDB reporting
guideline and the requisite contracts. Prepare reports or minutes for
various activities of the program and at each stage of each consultancy in
accordance with the AfDB reporting guideline;
- Assist in
preparation and facilitation of the program’s audits;
- Maintain fixed
asset register for the Project;
- Assist the
Assistant Accountant assigned to the Project in order to ensure the
following:
i.
Records of transactions are prepared and
reviewed, and LWATSAN project financial
ii.
Reports timely submitted to LVBC
Management and to the Donor.
iii.
Ensure compliance with LVBC Financial
rules and regulations, IPSAS, and donor requirements.
iv.
Provide financial support to the Accounts
Assistant in regards to income, spending, budgeting, budget variances and
financial reports from all Implementing Agencies.
v.
Maintain financial documentation and
records;
- Perform any other
duties as may be assigned by the Project Coordinator or the Executive
Secretary
QUALIFICATIONS
AND EXPERIENCE:
i.
Bachelor’s degree in Business related
field such as Business Administration, Bachelor of Commerce, Economics, Project
Management, Public Administration or any relevant degree;
ii.
Minimum 5 years relevant working
experience, at least 2 of which should be in Donor funded projects.
SKILLS
AND COMPETENCIES:
i. Working knowledge of accounting systems,
event planning and organisation, project administration with executive
secretariat skills/experience, public relations,
ii.
Ability to work as a team player.
iii.
Ability to work under pressure and to
deliver on the set deadlines
iv.
Working knowledge of procurement
procedures as applied by international organizations and major development
partners (WB, AfDB).

v.
Ability to work in a multi-cultural and
multi-lingual environment.
vi.
Dynamic, innovative, flexible, and able
to work with minimal supervision.
vii.
Excellent communication & analytical
skills.
viii.
Fluency in English.
REMUNERATION AND FRINGE
BENEFITS:
Dependent on the EAC
Professional staff scale with corresponding benefits specified for them.
AGE LIMIT:

more than 54 years old.
