Programme on Climate Change Adaptation and Mitigation in the SADC, COMESA and EAC Region
The Intergovernmental Panel on Climate Change (IPCC) projects an increase in the severity of these events. In addition, the IPCC predicts that agriculture production will decrease by over 50% by 2050. This information means that the Region has to take pragmatic and proactive steps in order to be to develop plausible solutions that will enable development of adaptive capacities to deal with climate change.
At the Summit Conference on Poverty and Development held in April 2008, climate change featured as a key concern to be urgently addressed. The Heads of States and Governments signed a Declaration on Poverty Eradication and Sustainable Development in which they resolved to “achieve resilience against the impact of climate change by preparing and implementing adaptation and mitigation measures”.
It is following this background that SADC Secretariat in collaboration with the Common Market for Eastern andSouthern Africa, (COMESA) and the East African Community (EAC) Secretariats jointly developed a programme on climate change. The programme is jointly funded by the Norwegian Government through the Norwegian Ministry of Foreign Affairs, the European Union Commission (EUC) and the British Department of Internal Development (DFID)

The main purpose of this position is to provide information management support to the Programme Management Unit (PMU), and monitor, track and evaluate the progress of climate change adaptation and mitigation interventions under the programme.Task Description
Reporting to the Project Coordinator, the Monitoring and Evaluation expert will perform the following tasks:- Define relevant indicators, set baselines and targets to measure implementation of programmes
- Using the compendium of indicators, lead project monitoring and evaluation activities, including data collection, assessments and reporting
- Build capacity on results measurement and management information systems, with a particular emphasis on the use of climate adaptation and mitigation interventions and responses
- Support Project Team to set up effective project performance monitoring systems, including refinement of project objectives and targets, results matrices, performance monitoring plans, evaluations plans, and information sharing mechanisms with stakeholders
- Guide, supervise and train project staff and Member States in M&E
- Provide regular information to all stakeholders on progress in implementation of projects and programmes
- Provide feedback to the FANR Directorate through internal meetings, Programme Steering committee meetings and meetings of the Working Group on Climate Change to ensure result-based reporting as well as timely follow-up of recommendations and decisions taken
- prepare periodic performance reports for review by different stakeholders and ensure that reports are presented accurately and in a clear manner
- Ensure continuous sharpening of focusing of strategies
- Ensure quality of project documents, reporting accuracy, and evidential support for results reported on all objectives under the programme in collaboration with the Information and communications expert
Competences
- Ability to lead strategic planning, results-based management and reporting
- Ability to lead formulation, implementation, monitoring and evaluation of the programme’s activities
- Ability to formulate and manage budgets, manage contributions and investments, manage transactions, conduct financial analysis including reporting
- Ability to implement new systems and affect staff behavioral/ attitudinal change
- Experience in the usage of computers and office software packages and experience in handling of web based management systems
- Strong knowledge of climate change issues and the climate change debate particularly relating to climate adaptation and mitigation measures and Carbon Finance mechanisms
- Hands-on experience in monitoring and evaluation of development projects Networking skills
- Excellent Computer skills particularly in applying Microsoft office 2010 platform and other operating systems
- Excellent oral and written communication skills including presentation skills
- Innovative and forward looking including team-work and result oriented
- Demonstrated ability to write clear and concise technical documents
- Excellent interpersonal skills; self-driven, detail oriented and highly motivated.
Person specification
Education
Masters degree in Environmental Management, International Development, Public Policy, International Finance, Economics, Business Administration, Natural Resources Management, Forestry, Engineering or other relevant field with exposure to environmental and climate change-related issues. Minimum of 5 years of relevant professional experience in monitoring and evaluation.Tenure of Appointment
The duration of this position will be two (2) years with a possibility of renewal.Remuneration
