Programme on Climate Change Adaptation and Mitigation in the SADC,COMESA,EAC Region
The Intergovernmental Panel on Climate Change (IPCC) projects an increase in the severity of these events. In addition, the IPCC predicts that agriculture production will decrease by over 50% by 2050. This information means that the Region has to take pragmatic and proactive steps in order to be to develop plausible solutions that will enable development of adaptive capacities to deal with climate change.
At the Summit Conference on Poverty and Development held in April 2008, climate change featured as a key concern to be urgently addressed. The Heads of States and Governments signed a Declaration on Poverty Eradication and Sustainable Development in which they resolved to “achieve resilience against the impact of climate change by preparing and implementing adaptation and mitigation measures”.
It is following this background that SADC Secretariat in collaboration with the Common Market for Eastern and Southern Africa, (COMESA) and the East African Community (EAC) Secretariats jointly developed a programme on climate change. The programme is jointly funded by the Norwegian Government through the Norwegian Ministry of Foreign Affairs, the European Union Commission (EUC) and the British Department of Internal Development (DFID).

The main purpose of this position is to coordinate, facilitate implementation as well as monitoring and evaluation of the activities under the SADC component of the Programme on Climate Change Adaptation and Mitigation in the COMESA, EAC and SADC Region.Task Description
Reporting to the Director, Food Agriculture and Natural Resources, through the Senior Programme Officer Environment and Sustainable Development, the Programme Coordinator, will perform the following tasks:- Provide oversight, leadership and support to the project team in implementation of activities under the programme on climate change adaptation and mitigation in the SADC Region
- Provide strategic oversight of planning, budgeting, implementing and monitoring of the project, tracking its use of financial resources in accordance with SADC and donor rules and regulations.
- Develop annual operational plans and budgets for the Programme on Climate Change Adaptation and Mitigation in the COMESA, EAC and SADC Region in collaboration with relevant officers from the Programme Management Unit and the Secretariat Working Group on Climate Change
- Participate in the development of program quality and monitoring indicators as well as overseeing implementation of an M&E system and feedback mechanisms for the programme.
- Develop Terms of Reference (TOR’s) for required short-term consultancies under the programme and ensure effective implementation of consultancy contracts, including supervising, planning, work output and management of consultants
- Attend FANR Directorate Internal Meetings, Programme Steering committee meetings and meetings of the Working Group on Climate Change to ensure result-based reporting as well as timely follow-up of recommendations and decisions taken
- Prepare annual, quarterly and monthly technical and financial progress reports and ensure that project documentation is recorded in a clear, accurate way for submission to the relevant reporting structures
- Establish and maintain regular contact with beneficiary groups and partner organizations and to liaise and co-ordinate with the appropriate government and non-governmental bodies whenever appropriate to ensure successful project progress
Competences
- Strong knowledge of climate change issues and the climate change debate particularly relating to climate adaptation and mitigation measures and Carbon Finance mechanisms
- Extensive project management experience with skills in facilitation and coordination and demonstrated ability to work with minimum supervision
- Hands-on experience in design monitoring and evaluation of development projects and establishing inter-relationships among international organizations and national governments (e.g. Designated National Authorities and key Ministries relevant to climate change)
- Good analytical skills and capacity for systemic thinking in a complex politico-cultural and administrative structures
- Experience of hiring and managing consultants
- Demonstrable knowledge of carbon-related sectors such as Agriculture, Energy, Forestry, Water and Gender and Youth
- Excellent Computer skills particularly in applying Microsoft office 2010 platform and other operating systems
- Excellent oral and written communication skills including presentation skills including ability to synthesize and communicate technical information to non-technical audiences through verbal and written communication
- Innovative and forward looking including team-work and result oriented
Person Specification
Education
A minimum of a Masters Degree, preferably in Environment or Natural Resources Sciences Meteorology specializing in climate change with a at least 10 years of relevant professional work experience in Climate Change and Environment. A qualification in project management will be an added advantage.Tenure of Appointment:
