Programme on Climate Change Adaptation and Mitigation in the SADC,COMESA and EAC Region
The Intergovernmental Panel on Climate Change (IPCC) projects an increase in the severity of these events. In addition, the IPCC predicts that agriculture production will decrease by over 50% by 2050. This information means that the Region has to take pragmatic and proactive steps in order to be to develop plausible solutions that will enable development of adaptive capacities to deal with climate change.
At the Summit Conference on Poverty and Development held in April 2008, climate change featured as a key concern to be urgently addressed. The Heads of States and Governments signed a Declaration on Poverty Eradication and Sustainable Development in which they resolved to “achieve resilience against the impact of climate change by preparing and implementing adaptation and mitigation measures”.
It is following this background that SADC Secretariat in collaboration with the Common Market for Eastern andSouthern Africa, (COMESA) and the East African Community (EAC) Secretariats jointly developed a programme on climate change. The programme is jointly funded by the Norwegian Government through the Norwegian Ministry of Foreign Affairs, the European Union Commission (EUC) and the British Department of Internal Development (DFID)

The Finance Officer will be responsible for maintaining financial, accounting, administrative and personnel services in order to meet the requirements of the programme and support operations under the SADC component of the Programme on Climate Change Adaptation and Mitigation in the COMESA, EAC and SADC Region.Task Description
Reporting to the Programme Coordinator, the Finance Officer will perform the following tasks:- Ensure all financial transactions comply with SADC Secretariat and donor requirements, rules, regulations and procedures
- produce programme expenditure and other financial reports with the objective of facilitating timely production of management reports
- ensure that programme commitments are only made against budgeted appropriations with the objective of enhancing budgetary control
- review outstanding project commitments with the objective of facilitating accrual accounting
- provide financial and coordinate other non-financial information to facilitate audit of the programme with the objective of ensuring efficient and effective audit process
- supervise and review performance of the assistant Finance Officer and recommend short term development interventions to enhance efficiency and effectiveness
- review project financial statements prior to their submission to donors
- provide technical advisory services on all financial administration issues such as review of service contracts and programme business practices with the objective of minimisation of risk and enhancing cost-effectiveness of interventions and processes
- undertake cash forecasting with the objective of ensuring availability of cash resources
- timely settle commitments with the objective of minimizing risk of exposure
- timely collect on recoverable programme expenditure at the Head Office with the objective of minimizing cost on receivable
- review all bank reconciliations from imprest bank accounts at the Head Office and projects based at the Head Office
- Liaising with auditors and company executives and answering queries on financial based matters
Competences
- Member of an internationally recognized accounting body such as ACCA, CIMA, ICAEW, ICAS, ACPA or equivalent
- Computer skills including the ability to operate computerized accounting, spreadsheet and word processing programs at a highly proficient level
- Excellent oral and written communication skills including presentation skills including ability to synthesize and communicate technical financial to non-technical audiences through verbal and written communication
- Innovative and forward looking including team-work and result oriented
- Ability to maintain strict confidentiality in performing the duties of the Finance Officer and be honest and trustworthy
- Some knowledge of a regional organisation with statutory reporting requirements will be a bonus
- Ability to work harmoniously in a multi‐cultural team environment
Person specification
Education
- Masters Degree in Management, Business Administration or equivalent with 8 years work experience of which 3 years must be in a similar position
- Professional Accounting qualification with an internationally recognized accounting body such as ACCA, CIMA, ICAEW, ICAS, ACPA or equivalent
- Member of an internationally recognized accounting body such as ACCA, CIMA, ICAEW, ICAS, ACPA or equivalent
Tenure of Appointment
The duration of this position will be two (2) years with a possibility of renewalRemuneration
