Climate Change remains one of the major challenges to the SADC
Region. Over the past few years the region has been hit by a number of
devastating events related to climate change. These include, but are not
limited to, droughts and famines, cyclones, diseases outbreak and
increased water stress.
The Intergovernmental Panel on Climate Change (IPCC) projects an increase in the severity of these events. In addition, the IPCC predicts that agriculture production will decrease by over 50% by 2050. This information means that the Region has to take pragmatic and proactive steps in order to be to develop plausible solutions that will enable development of adaptive capacities to deal with climate change.
At the Summit Conference on Poverty and Development held in April 2008, climate change featured as a key concern to be urgently addressed. The Heads of States and Governments signed a Declaration on Poverty Eradication and Sustainable Development in which they resolved to “achieve resilience against the impact of climate change by preparing and implementing adaptation and mitigation measures”.

Secretariat in collaboration with the Common Market for Eastern
andSouthern Africa, (COMESA) and the East African Community (EAC)
Secretariats jointly developed a programme on climate change. The
programme is jointly funded by the Norwegian Government through the
Norwegian Ministry of Foreign Affairs, the European Union Commission
(EUC) and the British Department of Internal Development (DFID)

The main purpose of this position is to coordinate, facilitate implementation as well as monitoring and evaluation of the activities under the SADC component of the Programme on Climate Change Adaptation and Mitigation in the COMESA, EAC and SADC Region.Task Description
Reporting to the Programme Coordinator, the Programme Officer, Climate Change will perform the following tasks:- Develop annual work plans and budgets for the Programme on Climate Change Adaptation and Mitigation in the COMESA, EAC and SADC Region in collaboration with relevant officers from the Programme Management Unit and the Secretariat Working Group on Climate Change
- Support Program Coordinator in preparing annual, quarterly and monthly technical progress reports and other reports as required by the programme and the donors
- Participate in the development and implementation of program monitoring and evaluation system for the programme and ensure its full implementation
- Participate in the development of Terms of Reference (TOR’s) for required short-term consultancies under the programme and provide logistical support for effective implementation of consultancies
- Contribute towards program design, planning, implementation and evaluation
- Provide input in the development of awareness raising/advocacy materials
- Facilitate and coordinate implementation of programme activities at regional and national levels
- Facilitate participatory design and implementation of community innovative projects to deal with CC as well as provide support to action planning on climate change
- Attend FANR Directorate Internal Meetings to ensure result-based reporting as well as timely reporting and follow-up of recommendations made and decisions taken
- Promote the integration and mainstreaming of gender and other cross cutting issues in programme activities
Competences
- Strong knowledge of conservation agriculture as it relates to climate change issues and must particularly be conversant with the climate change debate particularly relating to climate adaptation and mitigation measures, agriculture, water and Carbon Finance mechanisms
- Extensive experience in facilitating implementation of community led conservation agriculture activities
- Demonstrated ability to work with minimum supervision
- Hands-on experience in design monitoring and evaluation of community level climate smart agriculture projects
- Strong experience in working with international organizations and national governments (e.g. Designated National Authorities and key Ministries relevant to climate change
- Good analytical skills and ability to work in a multi ethnic and multicultural environments
- Experience in supervising and managing consultants
- Demonstrable knowledge of carbon-related sectors such as Energy, Forestry, Water and Gender and Youth
- Excellent Computer skills particularly in applying Microsoft office 2010 platform and other operating systems
- Excellent oral and written communication skills including presentation skills including ability to synthesize and communicate technical information to non-technical audiences through verbal and written communication
- Innovative and forward looking including team-work and result oriented
Person specification
Education
A minimum of a Masters Degree, preferably in Agriculture, Environment Sciences, Natural Resources Management or Geography with specialization in climate smart or conservation agriculture. The applicant must have at least 5 years of relevant professional work experience in Climate Change and Environment with a bias towards conservation or climate smart agriculture at community level. A qualification in climate smart or conservation agriculture will be an added advantageTenure of Appointment
