Programme on Climate Change Adaptation and Mitigation in the SADC, COMESA and EAC Region
Climate Change remains one of the major challenges to the SADC
Region. Over the past few years the region has been hit by a number of
devastating events related to climate change. These include, but are not
limited to, droughts and famines, cyclones, diseases outbreak and
increased water stress.
The Intergovernmental Panel on Climate Change (IPCC) projects an increase in the severity of these events. In addition, the IPCC predicts that agriculture production will decrease by over 50% by 2050. This information means that the Region has to take pragmatic and proactive steps in order to be to develop plausible solutions that will enable development of adaptive capacities to deal with climate change.
At the Summit Conference on Poverty and Development held in April 2008, climate change featured as a key concern to be urgently addressed. The Heads of States and Governments signed a Declaration on Poverty Eradication and Sustainable Development in which they resolved to “achieve resilience against the impact of climate change by preparing and implementing adaptation and mitigation measures”.
It is following this background that SADC Secretariat in collaboration with the Common Market for Eastern andSouthern Africa, (COMESA) and the East African Community (EAC) Secretariats jointly developed a programme on climate change. The programme is jointly funded by the Norwegian Government through the Norwegian Ministry of Foreign Affairs, the European Union Commission (EUC) and the British Department of Internal Development (DFID)

The main purpose of this position is to facilitate documentation and exchange of information and lessons learnt within and outside the SADC region with a view to create awareness and ensure effective implementation of activities under the Programme on Climate Change Adaptation and Mitigation in the COMESA, EAC and SADC Region.Task Description
Reporting to the Project Coordinator – Climate Change under Food Agriculture and Natural Resources Directorate, the Information and Communications Expert will perform the following tasks:- Ensure effective recording and dissemination of results of all experiences worth sharing
- Contribute to the design and implementation of systems for compilation and dissemination of best practices within and outside the region
- Provide technical support to climate change networks through the sharing of best practices and policy advocacy
- Facilitate the overall development and implementation of the Environment for and Climate Change Advocacy Strategy
- Prepare publicity documentaries e.g. programmes, radio, television, internet, print media, shows and exhibitions and other programme publicity materials in collaboration with the Public Relations Unit of the SADC Secretariat
- Summarize outcomes of climate change and related meetings into publicity materials that are understandable and interesting to the targeted audiences
- In collaboration with ICT, collect, collate, organize all Climate Change Information and knowledge and technology resources into a user-friendly e-repository
- Identify and package success stories, experiences and lessons learned for information sharing and dissemination
- Revitalize and ensure routine update of the Environment and Climate Change sections of the SADC website, REDD e-newsletter and other e-media, etc
- Create and manage an e-database of environment and climate change experts and institutions and platforms in the region
- Develop a web based forum to facilitate e-discussions on specific topics related to mitigation and adaptation, climate smart and conservation agriculture etc
- Train Member States representatives in effective public communication
Competences
- Experience in the usage of computers and office software packages and experience in handling of web based management systems
- Some in-depth knowledge of climate change issues and the climate change debate particularly relating to climate adaptation and mitigation measures and Carbon Finance mechanisms
- Hands-on experience in web design and maintenance
- Excellent Computer skills particularly in applying Microsoft office 2010 platform and other operating systems
- Excellent oral and written communication skills including presentation skills
- Demonstrable experience in summarising documents and discussions into concise reportable content for the general public
- Ability in identifying newsworthy success stories and reporting on them
- Demonstrated ability to write clear and concise technical documents
- Excellent interpersonal skills; self-driven, detail oriented and highly motivated
- Demonstrable experience of capacity building and public communication
- Ability to create and maintain, e-media such as e-newsletters and e-forums and the ability to facilitate e-discussions
Person specification
Education
The incumbent should have a master’s degree in communication, journalism advertising, marketing or a related field. He/She must have good computer skills, knowledge and/or practical experience in ICT-related areas, such as computers, communications, social networking, mobile technology etc, with a minimum of five years experience in the relevant field with a good understanding of climate change and conservation agricultureTenure of Appointment
The duration of this position will be two (2) years with a possibility of renewal.Remuneration
