The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and assist within the sector of shelter, education, emergency food security and distribution, camp management and legal assistance.
The Norwegian Refugee Council (NRC) started operations in Somaliland in early 2004. In 2006, operations opened in Puntland and Dadaab, Kenya. The Mogadishu office opened in early 2007. NRC has large Shelter, Education and Distribution programs in Somalia and n Kenya.
Two consecutive seasons of below average rainfall in Somalia has led to widespread livestock mortality, crop failure and soaring prices of locally produced cereals. This situation stands against a backdrop of high global prices for staples and oil, as well as disruptions to trade due to the on-going conflict. Altogether this has resulted in about 2.85 million people being unable to access sufficient food to meet their needs. The Food Security and Nutrition Analysis unit of Somalia (FSNAU) has analysed the market context and announced that cash programmes are a viable option in most places.
In response to the food security situation, NRC will strengthen and initiate a Food Security project targeting nutritionally vulnerable households in Mogadishu and Afgooye.
The EFSD PM reports to NRC’s South & Central Area Manager.
Job description: Responsible for the overall planning and implementation of the Emergency Food Security & Distribution in South and Central Somalia. Expand, develop, coordinate and manage NRC’s EFSD project in the region; Project Management: Formulate reports and proposals; Ensure protection and gender issues are considered throughout NRC EFSD activities; Ensure that beneficiary lists meet proposed targeting criteria; Incorporate quality guidelines and standards into all EFSD activities; Ensure all necessary programme documentation to ensure accountability throughout the programmes is prepared and filed appropriately; Personnel: Overall responsible for the recruitment of EFSD staff; Coordination/ information sharing responsibility for EFSD staff; Supervise and provide leadership and support to EFSD team in the field; Organisational Learning: Provide technical support and advice to the South Central management team; Document lessons learned and best practice; Coordination: Find appropriate impact and output indicator procedures; Work toward strengthening coordination and info sharing with other humanitarian actors in South Central Somalia; Represent NRC on EFSD matters in interagency coordination meetings; Reporting and Information: Manage the budget for the EFSD projects; Prepare monthly monitoring reports; Contribute to timely donor reports as per contracts;
Qualifications: Four years professional experience with an international humanitarian agency delivering EFSD in a complex emergency context; Previous experience in the assessment, design and management of EFSD; Experience of working in a conflict environment; Able to use Microsoft Word and Excel; Knowledge of HAP and Sphere standards; English fluent (spoken and written); Willing to live and work under stress; Somali language skills.

Duty station will be Mogadishu. This is a non family posting. Recreational and social facilities are limited, and accommodation is modest. International staff members can be required to live in joint accommodation.
