Our Client, the Ministry of Lands, Housing and Human Settlements Development(MLHHSD) with support from Development Partners including UK Department for International Development Agency (DFID), Swedish International Development Cooperation Agency (SIDA) and Danish International Development Agency (DAN IDA) has launched the Land Tenure Support Programme (LTSP) to address some of Land Administration Challenges in the Country. The Programme will take three years focusing on: (a) enhancing transparency and benefits of large scale land deals, (b) policy and institutional development, and (c) land tenure regularization. In order to achieve these goals, MLHHSD is seeking to recruit open-minded, self-driven, hardworking, self-motivating, results oriented individuals of high integrity and possess good interpersonal communication skills to play a critical role in supporting the Ministry in the achievement of its Vision and Mission.
In pursuit of these objectives, MLHHSD invites dynamic and innovative candidates to submit their applications for the following positions at the Land Tenure Support Programme (LTSP).
Procurement Specialist –(1 POST)
Reporting to the Programme Coordinator, the Procurement Specialist will be
responsible for managing and advising on all procurement actions at LTSP.
Key Duties and Responsibilities
Conducting market and product research and cost analysis;
Analyzing suppliers terms and conditions (and revisions) to ensure compliance with procurement regulations;
Assisting in the developing and recommending various operational policies and procedures within the framework of procurement regulation;
Coordinating with the requisitioning departments to obtain required administrative information or documents necessary for processing the procurements;
Preparing periodic and special reports and maintains current data on suppliers and new products as well as appropriate records and forms;
Maintaining inventory and store ledger;
Checking, tallying records and reconciling the store and advising on the best and economic ways of disposing off of absolute stores; and
Preparing documents like contracts, materials, good requisitions, maintenance agreement, purchase and check requests.
Minimum Qualifications and Experience
A degree' in Procurement and Logistics Management or its equivalent from a recognized institutions;
Certified Procurement and Supplies Professionals (CPSP) by Procurement and Supplies Professionals and Technicians Board (PSPTB) or an equivalent qualification;
At least 5 years of relevant experience;
Must be registered by the PSPTB under the authorized category;
Proven knowledge and experience in the Procurement Management
Information System (PM IS) will be added advantage;
Demonstrate highest Degree of Integrity; and
Be self driven and capable of working with minimal supervision.
