The Tender
The project "Kampala Water - Lake Victoria WATSAN Project", funded by KfW, EIB and EU, is an accompanying measure aiming for the improvement of private hygiene and sanitation as well as corresponding services in the informal settlements of Kampala, Uganda. The main objective of the project is to provide long-term solutions to the water supply challenges in Kampala. The project comprises five components namely "upgrading and rehabilitation of the Ggaba water treatment complex", "Kampala network restructuring and rehabilitation", "extension of water supply and sanitation services in informal settlements", "construction of a new water treatment plant to the East of Kampala and associated network and institutional support". The project has the objective to improve access to affordable and sustainable water supply and sanitation services to the urban poor population of Kampala.
Your Main Duties in this Position
The team leader shall be responsible for carrying out the overall coordination and management of the assignment during the implementation of the following project measures:
- Create an institutional, regulatory and financial framework for the Sanitation Levy Funds and organize the management of the installed funds during the first years
- Develop and carry out information, public relations and sanitation marketing campaigns for raising interest in installing private sanitation facilities, increasing acceptance for introduction of the Sanitation Levy Funds and generally raising hygiene awareness
- Develop business opportunities in the sanitation sector (construction and faecal sludge disposal), organize operation & maintenance activities as well as organize a vending system
Your Educational Background
- International expert holding a Master's degree or equivalent in a related subject
- Relevant qualification in management or related field (water management, environmental management, sanitation management, etc.)
Your Expertise / Profile
- At least 10 years experience in management of international water and sanitation projects, including informal settlements, urban pro-poor strategies in utilities and local governments
- Regional project experience (e.g. Kenya, Tanzania, Uganda, South Sudan, DR Congo, Burundi, Rwanda)
- Knowledgeable and well-versed in contract management
- Experienced in working in donor funded projects, preferably with KfW, EIB and / or EU
Time Schedule / Duration of Assignment
The project is scheduled to start by January 2016 and will run for 48 months.
The duration of your assignment in this role is set for 19 months within the project period; the exact assignment times are subject to project needs.
