The Elizabeth Glaser Pediatric AIDS Foundation [EGPAF] supports Tanzania's Ministry of Health and Social Welfare and other stakeholders in the rollout and strengthening of a broad scale up of HIV programs through a District approach. Supported programs include comprehensive. and integrated Reproductive & Child Health and Prevention of Mother to Child Transmission of

Job Summary
The Program Coordinator will be hired under a CDC-funded global project for technical assistance (TA) services called Project DELTA, implemented by EGPAF in multiple countries, including Tanzania.
Based in the MOHSW PMTCT EPI Unit, the Program Coordinator will coordinate the national level LLAPLA Assessment and
Response System (LARS) which was piloted in February 2015 and which aims to support the national PMTCT Option B+ program.
The Coordinator will be responsible for ensuring the successful roll out and implementation of LARS under the direction of the MOHSW, and in collaboration with PEPFAR and relevant implementing partners (IPs).
Reporting Relation
The Program Coordinator reports to the MOHSW PMCT EPI Unit Head through a secondment agreement between the Elizabeth
Glaser Pediatric AIDS Foundation (EGPAF) and the MOHSW. The MOHSW Supervisor will exercise day-to-day supervision and control over the employee.
The Coordinator will have periodic check-ins with the Technical Director at EGPAF Tanzania. EGPAF Tanzania will also provide administrative support for the Program Coordinator's employment contract.
The Program Coordinator will also have periodic check-ins with EGPAF Project DELTA management based in Washington DC. The
EGPAF DC office will manage the relationship with the donor (CDC Atlanta) and will require input from the Program Coordinator on reports and updates provided to CDC Atlanta in line with the assignment's scope of work.
Both the MOHSW and CDC Tanzania will have access to quarterly progress reports from the LARS Coordinator.
Essential Duties and Responsibilities
The work of the Program Officer will be set directly by the MOHSW to most effectively ensure the national rollout and implementation of LARS. Although this list is subject to change, it is anticipated that the Program Officer's work will include the following activities:
Coordinate the involvement and collaboration of the MOHSW, IPs, and PEPFAR to ensure successful coordination and implementation of activities related to LARS.
Develop a national roll-out plan for the implementation of LARS across the country.
Develop a national LARS monitoring and evaluation plan stipulating activities, timelines, key milestones and deliverables
Coordinate LARS monitoring, producing scheduled monitoring reports, and solicit audience for dissemination of monitoring findings for action
Liaises with IP LARS focal persons for the various regions and collects feedback on the tool and ensures updates are made to LARS modules and DHIS components
National Level:
Prove summaries of LARS performance and coordinating feedback at national level meetings
Develop LARS section as part of the National PMTCT Annual Report
Develop LARS module and incorporate it as a standing item into the annual National PMTCT Stakeholder's meeting agenda
Prepare LARS briefs to be incorporated into the semiannual national PMTCT briefs for dissemination.
Assist EGPAF's global Project DELTA team (based in DC) with coordination to ensure that deadlines are met, assist with c completion of all deliverables ( training curricula and tools ,e.t.c) summarizing discussions ,writing reports and ensuring communication with CDC Tanzania and CDC Atlanta
Quarterly IP meetings
Develop a template agenda for IP Focal Persons and RRCHCos and RACCs on what information is to be presented at these meetings and how data should be analyzed/presented.
Work with the RRCHCos, RACCs, and IP LARS Focal Persons to synthesize and summarize data and changes prior meeting . Will also address system operation issues
Required Qualifications
Education & Experience
Masters or advanced degree in health related field
Programme analysis experience
Data analysis and interpretation skills
Tech savvy; able to use Stata, SPSS, and/or SAS or other statistical software
Detail-oriented with strong problem-solving skills
Good communication, presentation, facilitation skills
Good report writing skills
Willingness to travel to field (~30% of time)
