ASSISTANT PROGRAM OFFICER - ETHICS AND COMPLIANCE
Desirable Skills and Competencies

Main Responsibilities
Oversee the implementation of the Advocates (Professional Conduct and Etiquette) Rules;
Develop, initiate, maintain, and revise policies and procedures for the general operation of the Ethics Program and its related activities to prevent illegal, unethical, or improper conduct of Advocates;
Develop and recommend periodical reviews and updates to standards of conduct within the Legal Profession to ensure continuing currency and relevance in providing guidance to the membership as a whole;
Remain abreast of all ethical malpractices and identify trends in and potential areas of ethical malpractices; develop/implement corrective action plans for resolution of problematic issues, and provide general guidance on how to avoid or deal with similar situations in the future;
Collaborate with other stakeholders [e.g, Advocates Committee, Judiciary, DPP) to address and direct ethics issues to appropriate existing channels for investigation and resolution;
Respond to alleged violations of laws, rules, regulations, policies, procedures and standards of ethical conduct by Advocates, and/or
recommending the initiation of investigative procedures to the Ethics committee;
Develop, ensure and oversee appropriate systems for investigation, evaluation and resolution of ethical issues;
Establish and provide direction and management of the Ethics Reporting Hotline;
Institute and maintain an effective ethical compliance communication program for the organization, including promoting (a) use of the ethical malpractice reporting hotline; (b) heightened awareness of Standards of Conduct, and ( c) understanding of new and existing ethical issues and related policies and procedures;
Work with the Ethics Committee, Continuing Legal Education (CLE) Committee, Law School of Tanzania, the Judiciary and other stakeholders as appropriate to develop an effective ethics training program, including appropriate introductory training for new Advocates as well as ongoing training for all Advocates;
Work with the M&E Officer to monitor the performance of the ethics compliance Program and related activities on a continuing basis, and recommending the appropriate steps to improve its effectiveness;
Advance public knowledge and shape dialogue about Advocates' ethics through Advocates' forums, TLS publications and the media;
Advance public knowledge about Advocates' remuneration as an important aspect that contributes to professional ethics; and
Prepare semi-annual reports for the for the AGM 'and the HAGM;
Committee Work:
Organize agendas and relevant materials for meetings of the Ethics Committee and Remunerations Committee as required;
Keep minutes of Ethics Committee and Remunerations Committee meetings and addressing follow-up as required;
Ensure that the scheduled Ethics Committee Hearings are conducted and all complaints are addressed by the Committee in accordance with . policies, and proper files are maintained;
Communicate with the Chapters about issues relevant to the Ethics Committees and bring to the attention of the National Ethics Committee; and 'Institute and manage ethics committees hearings at Chapter Level under the direct guidance of the national ethics chairperson;
Research and recommend changes in the terms of reference for the Ethics and the Advocate Remunerations Committees.
Qualifications:
A Bachelor of Laws (LL.B) from a reputable/accredited institution.
Preferably, an Advocate with litigation experience.
At least 3 years progressive, professional working experience.
Demonstrated commitment to using law progressively to advance public interest issues.
Experience in ethics and compliance.
Excellent written and oral communication skills in English and Kiswahili.
Ability to work efficiently under pressure and on a wide range of tasks.
Strong organizational skills and attention to detail.
Willingness to travel extensively.
Ability to work under minimum supervision and as a member of a team.
