POSITION: COMMUNICATIONS ADVISOR

Job Summary:
The Deputy
Country Director – Program Support provides leadership and direction for all
Country Office program support processes.
On the admin side, s/he promotes risk management, ensures contract
compliance, and oversees IT, procurement and inventory, logistics, legal
functions, and general administration.
S/he ensures that all country office program support functions are
implemented efficiently and cost-effectively, providing high quality services
and information to 'clients' at different levels of CARE, and other
stakeholders. S/he fosters a values-based organizational culture, ensuring good
internal controls, compliance and conscientious stewardship of an annual budget
of around $ 15 million.
The position
requires advanced management skills, good knowledge and understanding of
program support areas - administration, Human Resources, Logistics,
Procurement, Information Communication and Technology – knowledge of accounting
and budget management, a good understanding of Security and Safety principles,
as well as the application of 'people-skills' that promote staff development through
team-building, coaching, and mentoring.
As a member
of the Senior Management Team, s/he participates in decision making at the
organizational level and policy making on matters of Program Support.
The position
reports to the Country Director. S/he collaborates
closely with the Assistant Country Director – Program (ACD P) and Program
Quality Director and Finance Director, and serves as the line manager for the Administrative
Manager, Human Resources Manager and IT Coordinator.
Key Responsibilities and Tasks
Job Responsibility #1: Management of
Procurement, Administration, IT and Human Resources and Organizational
Development
40% of time
|

Supervise all procurement, administration and IT activities.
·
Ensure adherence to CARE and Donor policies and procedures,
cost-effectiveness, and timely receipt/disbursement of materials and
equipment.
·
Manage CO Inventory assets and processes, including analysis of
consumption trends, stock levels and other areas to reduce costs. Ensure
adequate insurance coverage for all fixed assets.
·
Ensure that the CO complies with all C/USA and US government
anti-terrorism policies.
·
Ensure that IT services are delivered efficiently and effectively to
clients in all Tanzania offices; ensure that hardware, software and channels of
communication (verbal and data) are up to date and cost effective;
·
Preparing and leading negotiations as appropriate to achieve
organizational objectives;
·
Leading the provision for client-focused management and technical
advice, assistance and support to the CO and program operations including
during all phases of the program life cycle including start-up and closure;
·
Managing services and setting priorities to increase logistics
services response capacity to internal and external demands in close
co-operation with Senior management team;
·
Through the HR & OD Manager ensure that routine HR performance,
staff and organizational development are handled efficiently, professionally
and in line with CARE Tanzania core values.
Job Responsibility #2: Staff Management
40% of time
·
Provide proper supervision and management for all direct reports and
lead the establishment and functioning of a strong, effective and coordinated
team;
·
Ensure the proper implementation of CARE's performance management system
for direct reports, including job description and IOP development, regular
feedback, mid-term reviews and annual performance appraisals;
·
Organizing staff and activities and ensuring an effective and efficient
workflow to deliver project outputs, in particular within the area of
procurement services;
·
Proactively address performance issues through regular, constructive and
honest feedback and coaching.
·
Identify necessary staff development, career development and succession
planning strategies for direct reports;
·
Building high performing teams with complementary skills and setting an
example for staff by encouraging management to develop their team members
through dialogue and action plans as well as fostering teamwork and
communication among staff across organizational boundaries;
·
Ensure that space and incentives are available to allow staff to develop
and innovate;
·
Oversee the recruitment and orientation of new senior program staff;
·
Ensure staffs have adequate skills in navigating People Soft and ADP
environment.
Job Responsibility #3: Safety and
Security 10%

Oversee security by ensuring that risks faced by personnel, assets and
programs are reduced;

Ensure provision of professional security approaches and capacity
development in regards to security awareness, preparedness and management.

Qualifications (Know-How)
Education/Training
Required
·
Advanced university
degree (Masters or equivalent) in business or public administration, human
resources management, finance, accounting, or related area;
·
Extensive program knowledge with administration, HR and IT;
Desired:
·
A first-level university degree in combination with qualifying
experience may be accepted in lieu of the advanced university degree.
Experience
Required
·
Minimum 10 years
of experience in administration, budget, logistics, information technology,
communication or related field;
Desired
·
Experience working
at senior level in international NGO is desired;
·
Knowledge on finance,
community development, project planning and management, administration
·
Technical Skills
Required:
·
Extensive
knowledge of HR, OD, Administration and IT;
·
Knowledge of staff safety and security protocols;
·
Knowledgeable and connected in financial management system, knowledge
of Pamodzi will be an added advantage;

Excellent written and
oral communication skills, with a fluent writing style and good knowledge and
