Description
The specific objective is to support the second phase of the programming exercise of the 11th EDF and assist the EU Delegations in the EAC region, the EAC and its member countries in identifying the relevant interventions for the EAC region to be included under the three focal sectors of the EAC chapter of the 11th EDF EA-SA-IO RIP. To do so, the team of consultants will build on the preparatory work carried out by the previous team of experts during Phase 1 of the programming between August and December 2013 (fact finding field missions, consultation workshop, Brussels guidance mission).
Qualifications and skills:
• Preferably a PhD holder or a Masters degree in Economics, Political Science, International Trade, Law or any development-related field;
• Demonstrated knowledge in the East African economic context and integration process, including the Free Trade Agreement;
• Demonstrated knowledge of the Cotonou Agreement, EU-Africa Strategy and EDF implementation rules;
• Demonstrated knowledge and skills in strategy formulation and facilitation;
• Excellent communication, interpersonal and team building skills;
• Fluency in written and spoken English;
• Excellent analytical, conceptual and reporting skills;
• Computer literacy.
Experience:
• Over 12 years working in the relevant field;
• Demonstrated experience in the East Africa region and extensive experience in regional economic integration related issues, notably regulatory aspects (harmonization of laws…), trade & aid for trade, private sector development;
• Extensive experience in EU support to regional integration: at least 2 assignments covering TA on EU-funded regional programmes must be demonstrated, incl. one relating to support in the programming phase.
• Extensive experience in development cooperation programming and strategic planning: at least 3 assignments covering preparation or evaluation of strategic plans must be demonstrated;
• Experience in EDF procedures and in assessments of trade related programmes at
national and/or regional level in East Africa would be an asset.
