Key Expert 4 (Senior) - Specialist of infrastructure

Description

The specific objective is to support the second phase of the programming exercise of the 11th EDF and assist the EU Delegations in the EAC region, the EAC and its member countries in identifying the relevant interventions for the EAC region to be included under the three focal sectors of the EAC chapter of the 11th EDF EA-SA-IO RIP. To do so, the team of consultants will build on the preparatory work carried out by the previous team of experts during Phase 1 of the programming between August and December 2013 (fact finding field missions, consultation workshop, Brussels guidance mission).

Qualifications and skills:

• Masters degree in Engineering, Economy or Science related field;

• Strong analytical, communication and team-work skills;

• Demonstrated knowledge of the Project Cycle Management;

• Fluency in written and spoken English;

• Computer literacy and proficiency in relevant IT applications

Experience:

• 12 years of experience in the field of supporting infrastructure development and related regulatory systems (preferably transport and/or energy, ICT),

• Demonstrated experience in development cooperation, esp. in the design and formulation of infra projects - with at least 3 years in project preparation or management in ACP Countries and 2 assignments on projects of regional nature. Experience in East Africa will be an asset;

• Experience in supporting regulatory developments in the above sectors: at least 2 assignments must be demonstrated, preferably of regional nature;

• Experience in EC project cycle management, as well as EU procurement procedures for External Aid. At least one EU funded assignment must be demonstrated;

• Experience with projects using innovative financial instruments, public private partnerships and/or with international financial institutions will be an asset.
