Description
The specific objective is to support the second phase of the programming exercise of the 11th EDF and assist the EU Delegations in the EAC region, the EAC and its member countries in identifying the relevant interventions for the EAC region to be included under the three focal sectors of the EAC chapter of the 11th EDF EA-SA-IO RIP. To do so, the team of consultants will build on the preparatory work carried out by the previous team of experts during Phase 1 of the programming between August and December 2013 (fact finding field missions, consultation workshop, Brussels guidance mission).
Qualifications and skills:
• Masters degree in International relations, Peace and Security or any development related field;
• Strong communication and team-work skills;
• Demonstrated knowledge of the Project Cycle Management;
• Fluency in written and spoken English;
• Computer literacy and proficiency in relevant IT applications
Experience:
• 12 years of experience in the field of peace and security, including one or more fields related to election observation and conflict mediation, support to democratisation, good governance, rule of law and human rights, cross-border issues /migration.
• Demonstrated experience in development cooperation with at least 2 years in project management on projects of regional nature;
• Experience in project management in ACP Countries, preferably in East Africa and understanding of and experience in EC project cycle management, as well as EU procurement procedures for External Aid. At least one EU funded assignment must be demonstrated.
