RWI has recently merged with the Natural Resource Charter (NRC), a move that advances the organization's commitment to strengthening its intellectual contributions to the field. The NRC-framework gives guidance on the chain of complex economic decisions that have to be made in order to transform extractive wealth under the ground into sustainable development above ground. Building on the principle that these decisions are multifaceted, interlinked, and involve many different actors, the Charter provides a coherent framework for comprehensive and inclusive decision making. DESCRIPTION
RWI-NRC seeks a full-time, Dar es Salaam-based, Program Manager to support the implementation of a new project that aims to improve natural resource revenue allocation decisions so that they accelerate human development gains.
The Program Manager will be responsible for leading diagnostic, analytical and technical support to the government of Tanzania, including the coordination of RWI-NRC support to an ongoing policy review process that the government of Tanzania will be conducting using the NRC framework. He or she will also be responsible for supporting civil society work and building relationships with policymakers and development partners on the links between good governance of extractive resources and human development.
The Program will report directly to the RWI-NRC Senior Africa Regional Associate, based in in Dar es Salaam, and will also work closely with staff based in RWI-NRC's New-York headquarters and London office. In addition, the Program Manager will collaborate and coordinate closely with Tanzanian Government officials based at the Institute of African Leadership for Sustainable Development (Uongozi Institute), civil society partners and other key stakeholders.
RESPONSIBILITIES
- Provide strategic and technical inputs to a policy review process that the government of Tanzania will be conducting using the NRC framework.
- Contribute to RWI-NRC's program of technical assistance to the government of Tanzania on reforms to the economic, legal and fiscal policies and institutions governing the extractive sectors, with an emphasis on transparency mechanisms, institutional development, getting a fair deal from extractive companies, maximizing revenue collection and using extractive income to enhance economic growth and development. Key activities include drafting economic and policy analysis, supporting strategic planning, training public officials and commenting on draft policies, economic models and other economic documents.
- Facilitate RWI-NRC training programs for and technical assistance to parliamentarians and civil society groups in Tanzania, including the development/adaptation and delivery of training modules and analysis of legislation under review. Support RWI advocacy on the development of national and regional standards for extractive industry transparency.
- Contribute to RWI-NRC's applied legal and economic research to inform the strategic decisions faced by resource-rich countries, influence global debates on natural resource policy, and contribute to a library of good practices on the management of oil, gas, and mining resources. This could involve researching and writing briefs on such issues as taxation, revenue management, regulation and local content.
- Lead monitoring and evaluation of the program, including tracking activity expenditures and monitoring overall program budget, preparing periodical activity reports according to the agreed schedule with donors, meeting donors for regular updates, where necessary, distilling and writing up anecdotes and case studies on lessons learned or impacts produce for public dissemination.
- Engage with the strategic direction of the RWI-NRC programming in Tanzania by contributing to the country strategy and developing linkages with other aspects of RWI-NRC's work in Tanzania.
EDUCATION/EXPERIENCE
- Advanced degree in relevant field with a strong background in macroeconomics and/or public policy.
- 5 or more years of experience in economic policy analysis with experience in international development.
- Demonstrated project management skills and ability to manage several simultaneous projects in a fast-paced environment.
- Preference for knowledge of the extractive industries, transparency context and development issues. Knowledge of the Tanzanian setting a plus.
- Good data management, quantitative and qualitative analysis skills.
- Excellent communications, writing and verbal skills.
- Keen attention to detail.
- Ability to interact effectively with a wide range of stakeholders.
- Ability to work independently and as part of a team.
- Integrity and professional discretion.
- Knowledge of Swahili a plus.
SALARY: Commensurate with experience, fixed term contract until November 2015.
