POSITION:           Program Management Assistant, Grade level: FSN-7                                               
BASIC SALARY:       From FRW 5,964,917 to FRW 10,140,361 per year

WORK HOURS:                 Full-time; 40 hours/week.
                                            
USAID/Rwanda is recruiting for the position of Program Management Assistant.
BASIC FUNCTION OF POSITION 
The incumbent serves as Administrative Assistant to the Supervisory Program Officer (SPO).  S/he (a) supports the Development Outreach and Communications (DOC) Specialist on outreach activities; (b) serves as Point of Contact (POC) for “USAID Open”; (c) serves as Participant Training Coordinator; (d) provides Communications and Records support to the Program Office; and (e) provides other administrative and support services to the Program Officer.

QUALIFICATIONS REQUIRED 
NOTE: All applicants must address each selection criteria detailed below with specific and comprehensive information supporting each item.
Education (20Pts):
-  Possession of a secondary school degree is required; a University degree is preferred.
Prior Work Experience (30Pts):
-  Two to three years of progressively responsible work experience in a professional environment is required; work experience with a donor organization and/or in development assistance is preferred.
Language Proficiency (10Pts):
-  Both English and host country language(s) proficiency required: Level IV (fluent) English proficiency (speaking, reading) is required.
Knowledge: (30Pts):
-  Sound knowledge of the host country’s economic, social, cultural, and political characteristics.  General knowledge of USAID programming policies, regulations, and methodologies is preferred.
Skills and Abilities (10pts):
-  Ability to establish and maintain counterpart contacts in host-government institutions, USAID implementing partners, and related private-sector organizations.  Ability to obtain, organize, analyze, evaluate, and present information in a clear manner.  Ability to coordinate work with other employees, when required by the assignment.  Skill in the operation of office information systems, personal computers, and the Microsoft Office suite, especially Microsoft Word and Excel.  Ability to take direction and initiative to complete assignments that are necessary to the functioning of an office.
