1. Snr Field Assistant

Duties and Responsibilities:

Under the direct supervision of the Head of Field Office, the incumbent will perform the following functions:
  • Assist In monitoring the Implementation of UNHCR program including the delivery of all assistance items and monitoring of infrastructure;
  • Follows up, on a regular basis, of the overall situation in areas where refugees have been accommodated including the camps
  • In co-ordination with the local authorities, monitor the implementation of UNHCR assistance in refugee camps and assists local implementing partners In matters pertaining to the well-being of refugees
  • Assist In administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
  • Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries.
  • Collect data and other information relevant to UNHCR and report to the supervisor accordingly.
  • Keep regular contacts with local authorities and Implementing partners as requested by supervisor.
  • Assist supervisor in planning, formulating, and evaluating projects
  • Meet authorized personnel at designated field locations, travels with them and serves as a guide on UNHCR activities;
  • In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
  • Follow up, on a regular basis, the overall situation of persons of concern in camps and other areas where they have been accommodated and report accordingly.
  • Undertake other relevant duties as required.
Qualifications and Experience
  • Completion of Secondary education with additional training courses in Business Admlnistrtion, Law, Political Science or related field;
  • Five years of Job experience relevant to the function;
  • Strong Computer skills;
  • Strong communication skills and ability to deal with people;
  • Completion of UNHCR learning programmes or specific training relevant to functions of the position.
  • Fluency in Kinyarwanda and excellent knowledge of English and French.

2. Snr Admin Assistant

Duties and Responsibilities:

Under the direct supervision of the Head of Field Office, the incumbent will perform the following functions:
  • Assist in interpreting and processing of entitlements, issuance of contracts and maintenance of various personnel records and files;
  • Attend meetings on day-to-day admix matters; administer the movement of UNHCR staff members and monitor their attendance records, leave plans, overtime and visa requirements.
  • Search office files and records relating to a variety of topics for information and reference. Select information and records in specified format or on the basis of general Instructions for use by others In preparing reports, correspondence, technical papers, project or program plans and general reference documents;
  • Assist in requisition of office supplies, equipment and arrange for distribution together with the appropriate inventory records;
  • Assist in administrative formalities related to travel arrangements and other similar documents;
  • Draft correspondence and reports, as required, on general administrative or specialized tasks which may be of a
  • confidential nature within the assigned area of responsibility; Type correspondence, documents and reports, some of which may be highly confidential;
  • Arrange appointments and maintain supervisor´s calendar, receive visitors, place and screen telephone calls and answer queries with discretion; Keep lists of names, addresses and telephone numbers of ministers, government officials and members of the diplomatic corps;
  • Assist the management to organise and run UNHCR Office and Residential (wherever applicable) compounds;
  • Facilitate various official missions of UNHCR staff and other persons of concern to UNHCR;
  • Assist in processing various claims by UNHCR staff and other clients of UNHCR;
  • Any other responsibilities/functions deemed necessary or as delegated by the Head of the office and/or Supervisor in order to meet the level of the services in the organization.
Qualifications and Experience
  • Completion of Secondary education with additional training courses in Business Administration, Finance, Office Management, Human Resources or other
  • related field; Five years of Job experience relevant to the function; Computer skills (MS office and People Soft
  • applications);
  • Knowledge in UNHCR Admin and financial rules, procedures and process;
  • Completion of UNHCR learning programs or specific training relevant to functions of the position.
  • Fluency of English and French and excellent in knowledge Kinyarwanda

3. Snr Protection Assistant

Duties and Responsibilities:

Under the direct supervision of the Head of Field Office, the incumbent will perform the following functions:
  • Consistently apply international and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
  • Provide counseling on protection Issues to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documentation. Support activities in protection related AGD based programming with implementing and operational partners.
  • Conduct preliminary Information gathering and Interviews in support of eligibility, status determination, durable solutions and social needs assessment.
  • Contribute to measures to identify, prevent and reduce statelessness.
  • Contribute to a country-level child protection plan as part of the protection strategy; .
  • Contribute to a country-level education plan for persons of concern as part of the protection strategy.
  • Monitor Standard Operating Procedures (SOPS) for all protection/solutions activities.
  • Participate in Individual protection case management including cases of SGBV and child protection. Monitor and report on cases of refoulement, expulsion and other protection incidents.
  • Assist in identifying durable solutions for persons of concern in voluntary repatriation, local integration and where appropriate, resettlement.
  • Contribute to the design, implementation and evaluation of protection related AGD based programming with Implementing and operational partners.
  • Assist in drafting reports, routine correspondence, updating relevant databases and compiling statistics for the protection unit / section.
  • Contribute to Initiatives to enhance national and local protection capacities.
  • Select persons of concern for preliminary interviews and decide which relevant Information to share.
  • Enforce Integrity In the delivery of protection services by local implementing partners;
  • Any other responsibilities/functions deemed necessary or as delegated by the Head of the office and/or Supervisor in order to meet the level of the services in the organization.
Qualifications and Experience
  • Completion of Secondary education with additional training courses in protection related Issues;
  • Four years of Job experience relevant to the function; Computer skills ;
  • Strong communication skills and ability to deal with people;
  • Completed protection learning programmes;
  • Fluency of English and French and excellent knowledge in Kinyarwanda

4. Database Management Assistant

Duties and Responsibilities:
Under the direct supervision of the Head of Field Office, the incumbent will perform the following functions:
  • Responsible for entering data mainly related to asylum seekers, refugees and persons of concern to UNHCR into the proGres database.
  • Contribute to the preparation of reports and project documents by providing Information, preparing tables and drafting routine correspondence and reports.
  • Update and maintain existing databases and generate various statistical reports.
  • Assist in the development of forms for data collection and analysis, if requested.
  • Act as interpreter in the exchange of routine information and translate routine documents and correspondence as and when required
  • Conduct registration of Individual refugees in the camps
  • May be required to undertake field trips to project sites;
  • Act as an Information Technology Focal Point at the office level;
  • Perform any other responsibilities/functions deemed necessary or as delegated by the Head of the office and/or
  • Supervisor in order to meet the level of the services In the organization.

Qualifications and Experience
  • Completion of Secondary education with additional training courses In Electronic data processing, information Technology or related field;
  • Three years of Job experience relevant to the function;
  • Strong Computer skills (MS office and People Soft applications) ;
  • Completion of UNHCR learning programmes or specific training relevant to functions of the position.
  • Fluency of English and French and excellent knowledge in Kinyarwanda

5. Supply Assistant

Duties and Responsibilities:
Under the direct supervision of the Head of Field Office, the incumbent will perform the following functions:
  • Initiate custom clearance of consignments, draft exemption requests, liaise with local agent, support warehouse management, assist with planning and goods deliveries and provide Information on the status of requests and the availability of items in the supply chain
  • Maintain accurate and comprehensive records on logistical activities and provide reports and updates periodically, and on request
  • Examine Purchase requests to ensure conformity and liaise with requesters
  • Prepare quotation requests and tenders, produce bid-tabulations from tenders, and prepare Purchase orders for approval
  • Dispatch approved Purchase Orders, and follow-up with the delivery of ordered commodities and services.
  • Provide information on all procurement activities within area of responsibility.
  • Assist in managing Property, Plant and Equipment (PPE) effectively according to UNHCR rules and regulations including registration and marking of new PPE, physical verification of PPE, preparation of agreements, preparation of disposal forms, and assistance with disposal of PPE;
  • Produce standard asset management reports and other asset Information, periodically and when requested
  • Identify and assess vendors based on their capability for delivering commodities and services. Maintain vendor and Item master databases.
  • Maintain accurate data in all relevant business systems. Compile statistical Information on supply chain related matters that will assist in decision making.
  • Perform any other responsibilities/functions deemed necessary or as delegated by the Head of the office and/or Supervisor in order to meet the level of the services in the organization.
Qualifications and Experience
  • Completion of Secondary education with additional training courses in related field;
  • Four years of Job experience relevant to the function;
  • Computer skills (MS office and People Soft applications);
  • Experience in customs formalities and logistics.

Duties and Responsibilities:
Under the direct supervision of the Head of Field Office, the incumbent will perform the following functions:
  1. Drives office vehicles for the transport of authorized personnel and delivery and collection of mail, documents and other items;
  2. Meets official personnel at the airport and facilitates immigration and customs formalities as required;
  3. Responsible for the day-to-day maintenance of the assigned vehicle, checks oil, water, battery, brakes, tires, etc., performs minor repairs and arranges for other repairs and ensures that the vehicle is kept clean;
  4. Logs official trips, daily mileage, gas consumption, oil changes greasing, etc.;
  5. Ensures that the steps required by rules and regulations are taken in case of involvement in accident;
  6. Performs any other responsibilities/functions deemed necessary or as delegated by the Head of the office and/or
    Supervisor in order to meet the level of the services in the organization.
Qualifications and Experience
  • Completion of the Primary Education with driving licence, or equivalent technical or commercial school;
  • Knowledge of driving rules and regulations and skills in minor vehicle repair;
  • Two years Previous Job Experience relevant to the function;
  • Good knowledge of south province main roads and localities;
  • Mechanical skills;
  • Fluency in Kinyarwanda and very good knowledge of English or French.
