The Applying Science to Strengthen and Improve Systems (ASSIST) Project funded by USAID is dedicated to improving health, population and nutrition services through technical support to service delivery institutions, country Ministries of Health, USAID country missions, and cooperating agencies. The project is a global leader in the advocacy, development, and promotion of cost-effective methods to design and improve healthcare services and systems in developing and middle-income countries. The ASSIST Project is managed by the Quality and Performance Institute (QPI), a division of University Research Co, LLC. In Tanzania, ASSIST supports the Ministry of Health and Social Welfare to improve and strengthen systems for delivery of quality HIV/AIDS care. Job Summary
The Senior Finance and Administration Manager (FAM) will implement and ensure adherence to withUSAID and URC-CHS regulations regarding accounting, auditing and financial management requirements. The FAM will provide finance management and internal controlling systems and processes. In addition the incumbent will provide office administration and ensure that logistics are organized efficiently and in close cooperation with the Project Chief of Party and programmecoordinators. The FAM incumbent will control the finance operations and support timely financial data processing and report to IQ. The post requires individuals with strong analytical skills, strong leadership and interpersonal skills, able to work independently but is also a strong team player.
Job Description
 Financial Duties
Work with COP to ensure efficient functioning of administrative and financial processes and maintenance of adequate internal control.
Develop and maintain personnel and operational manuals, financial and accounting procedures for the project that are compliant with URC policies and procedures and Tanzania policies and laws
Develop and manage project budgets, in conjunction with COP and URC headquarters office staff
Supervise production of financial reports such as field reports, timesheets, expenditures reports and travel expense statements ~r staff and consultants.
Monitor project budget as well as help with the establishment and maintenance of an accounting system.
Submit accurate and timely monthly projections and billing reports, including the financial field report in line with USAID/URC regulations to Headquarters.
Track expenses against budget and ensure expenses are in line with project activities.
Manage and monitor benefits, leave and payroll for in-country staff.
In coordination with COP and URC headquarters staff, implement procedures, to ensure that cash needs for forthcoming activities are addressed in a timely manner and in consistent with URC cash management policies.
Assist COP in all logistical coordination and procurement matters.
Supervise procurement and inventory procedures, in accordance with U.S. Government policies and regulations;

Administrative Duties
Develop travel processes and procedures that adhere to the overall ASSIST/USAID travel policy
Supervise staff responsible for project office management and organization (e.g., clean office environment, respond to all business inquiries, handle procurement of goods and services) Ensure compliant staff recruitment and selection.
Supervise personnel responsible for coordination of travel, including ensuring proper authorization, bookings, car log and driver logs.
Supervise staff responsible for maintenance of proper log of all incoming and outgoing correspondence as well as a central filing system that includes reports, correspondence, and contracts Travel with technical advisors to the field to assist with logistics for trainings and field visits.
Other duties as required
Required Qualifications
Master's Degree in Business Administration, Finance, Accounting, or other relevant field.
At least 8-10 years experience in administrative and financial management of international projects including experience in management of USG funded projects and a track record in developing and managing project budgets.
Must be eligible to work in Tanzania.
Proficiency in spoken and written English
Excellent financial management, systems development and writing skills.
Experience with QuickBooks accounting software.
Track record of working successfully in a team environment.
