Project Purpose
The project aims to support the Philippine Climate Commission and other central actors in implementing the National Framework Strategy on Climate Change and the National Climate Change Action Plan. In the framework of component 3 the project aims to support the implementation of the Philippine Renewable Energy Act of 2008 (Republic Act No. 9593). This shall be achieved through further development of the political framework, analysis of RE potentials, long-term planning, strengthening of administrative processes and regulation of feed-in compensation.

Scope of works
The Consultant will provide two pools of short-term experts and is looking for:
4 international short-term experts and 5 national short-term experts dealing with following fields:
- Advisory services on
- Promotional mechanisms for RE: work will be based on the mechanisms stipulated in the Philippine RE Act of 2008 and support and strengthen their realization:
- Studies and recommendation to support feed-in tariffs, impacts of feed-in on end-user tariffs.
- Analysis and recommendations to reduce administrative barriers for RE implementation, particularly PV
- Development of a guideline for the Renewable Energy Trust Fund.
- Promotional mechanisms for RE: work will be based on the mechanisms stipulated in the Philippine RE Act of 2008 and support and strengthen their realization:
- RE for small local networks, and off-grid options for RE: Support engagement of private sector in off-grid RE through analysis of RE potentials, economic viability and appropriate business models, development of national promotion mechanisms. Selection of a pilot region and implementation of pilot actions.
- Support for improvement of framework conditions for off-grid RE and local RE grids
- Analysis of financing options and business models for private investors
- Analysis of technical options and economic viability of solar-diesel hybrid technologies
- Sensitization of Local Government Units
- Integration of RE into the power grid: Execution of grid impact studies and development of recommendations to empower the grid operator to efficiently and securely integrate RE into the power grid.
- Analysis of cost structres and market of the Philippine energy sector: analysis of development of national RE market, development of energy costs and electricity tariffs including projections.
- Information and sensitization: support development of information and sensitization materials through provision of cost-benefit analyses for RE and assessement of effects on the national economy.
Background and experience
Qualifications and skills
- Fluency in both written and spoken English.
- Excellent reporting skills.
- Excellent team and communication skills
Professional experience
- At least 10 years of professional experience in one or more of the above mentioned fields
- At least 5 years of professional experience as advisor in one or more of the above mentioned fields
- Experience in working in the energy sector and sensitive political environments
- Experience in the Philippine energy sector is an asset
- Experience in organization and implementation of training and capacity development measures
- Working experience in South-East Asia
For national experts only
- Working experience with international technical cooperation / donor projects or with international projects
Duration of the assignment
The missions will be implemented as per requirements of the project.
