Position Summary
IREX seeks a Monitoring & Evaluation Manager to work on a USAID-funded Strengthening Free and Independent Media in South Sudan (i-STREAM) Program, with an emphasis on the independent radio sector. The new program will support the transition to self-sustainability of five currently USAID-supported local partner radio stations and focus on improving the following four key areas of media development in the country:
1. The professional preparation of journalists and other media production personnel;
2. The economic self-sustainability of media outlets;
3. The normative-legal-regulatory enabling environment for free media; and
4. Supporting institutions for freer media
The position is contingent on funding.
Duties & Responsibilities
• Oversee the Project’s Monitoring and Evaluation component
• Develop, update and implement the Project’s M&E Plan
• Coordinate with sub-contractors/sub-grantees to collect and analyze M&E data
• Ensure appropriate coordination and collaboration with external evaluators and the community radio stations for performance and impact evaluations, and baseline and end-line studies
Qualifications
• A minimum of 7 years working on monitoring and evaluation is required, of which at least 5 years was spent working on international development projects
• Demonstrated capacity to develop and implement M&E activities, conduct research, analyze data and manage/use databases is required
• A demonstrated ability to manage staff is preferable
• A minimum of a Bachelor’s degree is required, preferably in a relevant field such as statistics, or economics
• Excellent interpersonal and team work skills
• Fluency in written and spoken English required, Arabic preferred
