The purpose of this job is to undertake transport and safety duties to ensure that Quality, Health& Safety and Environment Management Systems are implemented and maintained and legal requirements are met in the workplace thereby securing delivery of high quality products and a safe working environment.
Interfaces;
This role reports to the Distribution manager and work closely with all operations team.
Accountabilities:
Coordinating Drivers training as per PATROM standards, Ensure training program is in place This includes two yearly refresher trainings. To ensure it is implemented by coordination with the transporters by putting rules and procedure for transporter and driver to follow.
Assist Depot Manager on implementation of ISSSRS on transport elements; make sure all the documents related to ISSSRS program are properly written, known and applied.
Conduct safety induction to Company Visitors and contractors who come to work on site and ensure the record is maintained
Prepare annual program for brake test to all contracted transporter
Assist Transporter on the implementation of safety management system for transporter
Participate on accident and incident investigation
Assist HSEQ Manager to compile monthly safety statistics report
Update SMT regularly to put a conducive environment for self evaluation at least once per annum.
Route surveys to identify risks at least once per every three months
Coordinate and Chair transport meetings of 1) Affliate 2) Transporter and affiliate monthly.
To perform at least four surprise delivery verification to various customers.
To work with all Transporters vide their safety manual to maintain the SMS level expected.
Managing TIL fleet to ensure reliable truck availability, and maximise its utilisation
Ensure fleet conformity and that any change to the fleet TIL is informed as per contract.
Ensure Fleet compliance with the standard and sp-edification.
On Board Computer (aBC) ,
Ensure aBC is live all the time and reports can be executed promptly including spot follow-up of violation daily.
Do training to any staff authorised to do tracking
Do events analysis on monthly basis to all major four violations
Educational Qualifications:
A bachelor's degree or higher in Safety, Engineering, or related technical field
Essential Experience:
At least 3 years experience in handling Health and Safety issues at work sites.
Advanced knowledge of fuel industry practices, regulatory agency requirements and industry standards.
Proficient in Hazard / Risk Management and process safety.
Technical Competencies
Strong understanding of HSE&Q Management Systems ISO Standards and emergency response.
Communication Skills - Must have very good written and oral communications. Required to speak effectively before groups of Senior Management, clients, subcontractors, and/or employees of the organization.
Computer Skills - Excellent computer skills required. Must have experience with Microsoft Office Programs
Strong Interpersonal Skills.
Reasoning Ability - Use of basic reasoning, thinking "on your feet", and ability to resolve issues quickly with little or no direction from a superior. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule format. Good negotiating skills.
Ability to make good judgments and render good decisions
