The USAID Strengthening Core Economic Governance Institutions II activity (CORE II) for the Republic of South Sudan aims to strengthen functions of selected Government of South Sudan (GOSS) and state-level institutions.
The Director General of Taxation is seeking assistance from CORE II to help implement a functional Directorate organization in support of the Taxation Act of 2009 and recent amendments. The Directorate of Taxation has identified a need to expand its footprint into the states and has required support from international advisors in the form of technical assistance and training.
The advisor will facilitate the project’s assistance in the expansion of the footprint of the Directorate of Taxation footprint into the States, working closely with other advisors. The advisor will assist in development of process maps for collection activity, registration, and other processes to be implemented in the state offices of the National Directorate of Taxation. The advisor will implement policies and processes in the branch offices located outside Juba. While the advisor will spend the majority of time in branch offices outside Juba, some work in Juba with the headquarters will be necessary to include assistance in development of training programs for outlying branch personnel, assist in development of publicity materials, and to ensure knowledge of current plans, policies, and procedures.
Proposed Tasks:
1) Obtain an initial briefing in Juba on the Directorate of Taxation policies, procedures, and laws for which it is responsible.
2) In conjunction with the Director of Tax Operations and Deputy Director of Field Operations to develop an approach for implementing tax administration processes in the branch offices outside Juba to make them fully operational:
3) Assist Deputy Director of Field Operations to provide management support to the leadership of the branch into which the expansion is occurring during the implementation of developed approach (organizational changes and SOPs).
4) Work with branch leadership to implement the Directorate of Taxation performance monitoring & evaluation system as an integral part of the Pilot Approach for increasing operational and management effectiveness.
5) Identify, plan and conduct informal training for branch tax administration managers and employees.
6) Design procedures to be implemented in the Directorate of Taxation for communicating with TPs and resolving issues related to inaccuracy of taxpayers’ tax accounts.
7) Coordinate activities with Project Senior TA Advisor at the Central Tax Administration to ensure compliance with regulations and policy as well as with project goals and objectives.
8) Provide expert input for the design, development and implementation of case management systems in the branch offices of the Directorate of Taxation.
9) Assist in planning and managing the expansion of implemented branch practices and roll out the practice to other RSS States.
10) Provide advisory assistance in branch offices to facilitate the expansion of the Directorate of Taxation expansion into all RSS States.

Desired Qualifications or Requirements:
Bachelor’s degree or higher in economics, business administration, taxation, commerce, finance,or related field of study
• 10+ years of experience in a revenue administration, tax administration, or customs administration in a senior technical or management position, or combination of both
• Experience developing and administering tax administration processes, with some international experience desirable
• Experience developing M&E plans for tax programs
• Must be willing to travel to states
